Urry's central move is to deny that tourist looking is a personal act. Visitors do not survey whatever happens to lie in front of them and select what appeals. They look at what has already been marked out as worth looking at, and they look at it in ways learned long before departure, through advertising, film, guidebooks, other people's photographs and the accumulated conventions of the industry that sells the trip.
The term is borrowed deliberately from Foucault's medical gaze. A gaze in that sense is not vision. It is a trained and institutionally maintained way of seeing that produces its object: the clinical gaze does not find a patient's body, it constitutes it as a particular kind of thing to be read. Urry claims tourism has an equivalent apparatus, and that the apparatus is built out of marketing, professional signage, photographic convention and the physical arrangement of viewing platforms and routes.
What follows is a reversal of the intuitive order. The sight does not exist and then get photographed. The photograph, the caption and the marker come first, and the visit is largely an act of recognition, confirming that the thing in front of the visitor is the thing they had already seen. This is why a viewing point can be crowded while an equally striking view two hundred metres away is empty.
The third edition, written with Larsen in 2011, concedes a great deal to the theory's critics and adds performance, embodiment and mobility to a framework that had been almost entirely about vision. Anyone using the concept should be reading the 2011 text and citing the 1990 one for the original claim, not the reverse.
حركةُ أوري المركزية إنكارُ أن النظر السياحي فعلٌ شخصي. فالزوّار لا يستعرضون ما وقع أمامهم اتفاقًا ثم ينتقون ما يروقهم. بل ينظرون إلى ما وُسم أصلًا بأنه جديرٌ بالنظر، وينظرون إليه على وجوهٍ تعلّموها قبل السفر بزمنٍ طويل، من الإعلان والسينما والأدلّة السياحية وصور الآخرين وأعراف الصناعة المتراكمة التي تبيع الرحلة.
واللفظُ مستعارٌ عمدًا من نظرة فوكو الطبّية. فالنظرةُ بهذا المعنى ليست إبصارًا، بل وجهٌ في الرؤية مدرَّبٌ تصونه المؤسسات وهو ينتج موضوعَه: فالنظرةُ السريرية لا تجد بدنَ المريض بل تُنشئه شيئًا من نوعٍ بعينه يُقرأ. ويدّعي أوري أن للسياحة جهازًا نظيرًا، وأن الجهاز مبنيٌّ من التسويق واللوحات الإرشادية المهنية والعرف التصويري والترتيب المادّي لمنصّات النظر والمسارات.
ويلزم عن هذا قلبٌ للترتيب البدهي. فليس المَعْلَم موجودًا ثم يُصوَّر. بل تسبق الصورةُ والتعليق والعلامة، وتكون الزيارةُ في جلّها فعلَ تعرّف، تأكيدًا أن الذي أمام الزائر هو الذي رآه من قبل. ولهذا قد يزدحم موضعُ نظرٍ ويخلو منظرٌ لا يقلّ إبهارًا على مئتَي متر منه.
والطبعةُ الثالثة، المكتوبة مع لارسن سنة ٢٠١١، تتنازل كثيرًا لنقّاد النظرية وتضيف الأداء والتجسّد والتنقّل إلى إطارٍ كان في البصر كلَّه تقريبًا. ومن يستعمل المفهوم فحقُّه أن يقرأ نصّ ٢٠١١ ويستشهد بنصّ ١٩٩٠ للدعوى الأصلية، لا العكس.
Foucault and the clinical gaze. The borrowed source. Foucault's argument is that a professionally organized way of looking does not passively register what is there; it constitutes what counts as an object worth registering, and it does so through institutions, training and record keeping. Urry takes the structure of that argument and transplants it whole.
MacCannell, 1976, and Culler, 1981. The immediate precursors within tourism. Sight sacralization describes how an ordinary object is elevated into an attraction through naming, framing, enshrinement, mechanical reproduction and social reproduction; Urry's account of how sights get marked is not possible without it, and the two theories are complementary rather than rival, a point often lost because they are taught as alternatives. Culler then supplies the semiotic formulation Urry adopts, describing tourists as an army of semioticians who read landscapes for signs of typicality: a French village that looks properly French, a market that reads as authentically local. What is consumed is the sign, not the thing, and the marker mediates every encounter.
Urry, 1990. The book itself. The gaze is defined by departure from the everyday, it is organized and systematized by an industry, and it divides into a romantic and a collective form with opposite requirements. Photography is treated as central rather than incidental to the practice.
Perkins and Thorns, 2001. The critique that landed hardest. Working from tourism in New Zealand, they argue that the gaze metaphor simply fails to describe activity that is bodily and participatory: rafting, tramping, bungee jumping. What tourists are doing there is not looking, and a theory of looking cannot capture it.
MacCannell, 2001. A different and sharper objection. MacCannell proposes a second gaze: the tourist who knows the setting is arranged and looks precisely for the seam, the staff exit, the moment the performance slips. Urry's gaze has no room for a visitor who is looking at the apparatus rather than through it.
Urry and Larsen, 2011. The third edition. Performance, embodiment, mobility and digital photography are added, and the framework becomes considerably more defensible and considerably less sharp.

بيركنز وثورنز، ٢٠٠١. النقدُ الذي كان وقعُه أشدّ. فمن سياحة نيوزيلندا يريان أن استعارة النظرة تعجز ببساطة عن وصف نشاطٍ بدنيّ مشارك: التجديف في المياه البيضاء، والمشي الجبلي، والقفز بالحبل. فما يفعله السيّاح هناك ليس نظرًا، ولا تستطيع نظريةٌ في النظر التقاطه.
ماكانيل، ٢٠٠١. اعتراضٌ آخر أحدّ. يقترح ماكانيل نظرةً ثانية: السائحُ الذي يعلم أن الموضع مرتَّب فينظر إلى الدرز بعينه، ومَخرَج العاملين، ولحظةِ تعثّر العرض. وليس في نظرة أوري متّسعٌ لزائرٍ ينظر إلى الجهاز لا من خلاله.
أوري ولارسن، ٢٠١١. الطبعةُ الثالثة. يُضاف الأداءُ والتجسّد والتنقّل والتصوير الرقمي، فيصير الإطارُ أقدرَ على الدفاع عن نفسه بكثير وأقلَّ حدّةً بكثير.
The gaze is organized by difference. It is directed at what departs from the ordinary, which means the object of the gaze is defined relative to a home, not in itself. Everyday for whom is therefore the governing variable, and a landscape that is scenery to one visitor is a commute to a resident standing beside them. Any study using the concept has to specify whose everyday is the baseline, and most do not.
The apparatus that does the organizing. Four elements do most of the work. Promotional imagery establishes the frame before departure. Professional signage and interpretation instruct the visitor where to stand and what to notice. Physical design, meaning platforms, railings, paths and openings, makes some views easy and others effortful. And photographic convention supplies the composition the visitor will attempt to reproduce. None of these is the visitor's own choice, and together they explain most of the variance in what actually gets looked at.

The semiotics of the sight. The visitor does not encounter the object directly; they encounter it through a marker that says what it is and why it matters. The marker may be a panel, a guidebook line, a name on a map or a photograph seen months earlier. Culler's point, which Urry adopts, is that the marker is doing the constitutive work: without it the object is not a sight, and with it an unremarkable field becomes one. This is testable, because markers are physical, datable and countable.
What the 2011 edition adds. Larsen's contribution is that photography is a practice, not a recording. Families photograph each other in front of things; the picture is about the relationship and the occasion at least as much as the view. The gaze therefore sits inside a performance, and the visitor is a participant, not a spectator. Mobility is added on the same grounds: gazing happens while moving, from vehicles and along routes, and the static viewpoint model understates this.
النظرةُ منظَّمة بالاختلاف. فهي موجَّهة إلى ما يفارق المعتاد، ومعنى ذلك أن موضوع النظرة معرَّفٌ نسبةً إلى وطنٍ لا في نفسه. فالمتغيّرُ الحاكم إذن: معتادُ مَن؟ والمنظرُ الذي هو مشهدٌ عند زائر هو طريقُ عملٍ عند مقيمٍ واقفٍ إلى جانبه. وعلى كل دراسةٍ تستعمل المفهوم أن تحدّد معتادَ مَن هو خطُّ الأساس، وأكثرُها لا يفعل.
الجهازُ الذي يتولّى التنظيم. تؤدّي أربعةُ عناصر جلَّ العمل. فالصورُ الترويجية تُرسي الإطار قبل السفر. واللوحاتُ الإرشادية والتفسير المهني تُملي على الزائر أين يقف وماذا يلاحظ. والتصميمُ المادّي، أعني المنصّات والحواجز والمسارات والفتحات، يجعل بعض المناظر يسيرًا وبعضَها كلفًا. والعرفُ التصويري يوفّر التكوين الذي سيحاول الزائر استنساخه. وليس واحدٌ من هذه اختيارًا للزائر، وهي مجتمعةً تفسّر أكثر التباين فيما يُنظَر إليه فعلًا.

سيميائيةُ المَعْلَم. لا يلقى الزائرُ الموضوعَ مباشرة؛ بل يلقاه عبر علامةٍ تقول ما هو ولماذا يهمّ. وقد تكون العلامةُ لوحةً أو سطرًا في دليل أو اسمًا على خريطة أو صورةً رآها قبل أشهر. ومقصدُ كولر، وقد أخذ به أوري، أن العلامة هي التي تؤدّي العمل المُنشئ: فمن دونها لا يكون الموضوعُ معلمًا، ومعها يصير حقلٌ لا يلفت النظرَ معلمًا. وهذا قابلٌ للاختبار، لأن العلامات مادّية مؤرَّخة قابلة للعدّ.
وما تضيفه طبعةُ ٢٠١١. إسهامُ لارسن أن التصوير ممارسةٌ لا تسجيل. فالأسرُ تصوّر بعضها أمام الأشياء؛ والصورةُ عن العلاقة والمناسبة بقدر ما هي عن المنظر أو أكثر. فالنظرةُ إذن قائمةٌ داخل أداء، والزائرُ مشاركٌ لا متفرّج. ويُضاف التنقّلُ للسبب نفسه: فالنظرُ يقع أثناء الحركة، من المركبات وعلى المسارات، ونموذجُ نقطة النظر الساكنة يبخس هذا حقَّه.
Designs that work. Comparative visual content analysis is the workhorse: code the promotional corpus a destination issues, code the visitor-generated corpus the same way, and measure the divergence. Sign and interpretation audits, which inventory every marker at a site and record what each instructs the visitor to notice, are underused and cheap. Geotagged photograph clustering shows where looking physically concentrates and how tightly. Walking interviews and go-along methods capture what the visitor attends to in sequence, which a seated interview cannot recover.
Designs that fail. A survey that asks respondents which type of gaze they have. The gaze is a property of a social and commercial system, not a trait of a person, and asking individuals to self-classify moves the analysis to the wrong level. Also weak: content analysis of promotional material alone, with no visitor-side corpus, which can describe the intended construction but cannot show whether it took. And any single-site study that treats the site's own signage as neutral background rather than as the phenomenon.
Angles where the setting does real theoretical work.

تصاميمُ تخفق. مسحٌ يسأل المستجيبين أيَّ نوعٍ من النظرة يحملون. فالنظرةُ خاصّيةٌ لنَسقٍ اجتماعي تجاري لا سمةٌ لشخص، وسؤالُ الأفراد أن يصنّفوا أنفسهم ينقل التحليل إلى المستوى الخطأ. وضعيفٌ كذلك: تحليلُ المادّة الترويجية وحدها بلا متنٍ من جهة الزوّار، فهو يصف البناء المقصود ولا يبيّن هل تحقّق. وكذلك كلُّ دراسةٍ لموقعٍ واحد تعامل لوحاتِه خلفيةً محايدة لا ظاهرةً موضوعَ الدرس.
زوايا يؤدّي فيها السياقُ عملًا نظريًّا حقيقيًّا.
The visual bias is the standing objection. The theory privileges sight over every other sense, and tourism is not primarily a visual activity for most people most of the time. Heat, noise, smell, crowding, fatigue, the taste of food, the feel of walking a long distance in the sun: these dominate the reported experience and the framework has no place for them. In a desert setting or a dense ritual gathering, an account confined to what visitors looked at will miss almost everything that made the day what it was.
Looking implies passivity that the evidence does not support. Perkins and Thorns showed that entire tourism sectors consist of doing rather than viewing, and the point generalizes well beyond adventure travel. Visitors bargain, cook, pray, get lost, argue with drivers, queue, rest and talk. Treating these as context around the real business of gazing inverts the proportions of the actual day.
The gaze cannot be operationalized directly. There is no accepted measure. Studies substitute photograph content, which is an output and is filtered by what people choose to publish, or survey items, which are self-report about a process the theory says is not introspectively available. Neither is the construct. This is why the empirical literature is largely descriptive and why cumulative findings are scarce.
The typology grows without a principle. Romantic and collective were two. Later work adds spectatorial, environmental, anthropological, mediatized and family gazes. Nothing in the theory says how many there should be or what would rule a proposed one out, which is the signature of a descriptive vocabulary rather than a derived classification.
It has no account of tourist agency. MacCannell's second gaze objection stands: visitors frequently know the setting is arranged, discuss it, and enjoy it as arrangement. A theory in which the industry constructs and the visitor receives cannot represent a knowing visitor, and knowing visitors are now the majority in many markets.
It explains representation better than behaviour. The framework accounts convincingly for why a destination is depicted as it is and how those depictions travel. It predicts very little about who will come, how long they stay, what they spend or whether they return, which is most of what a hospitality or tourism thesis is asked to explain.
التحيّزُ البصري هو الاعتراض القائم. فالنظريةُ تقدّم البصر على كل حاسّةٍ سواه، والسياحةُ ليست في أكثر الأحوال نشاطًا بصريًّا في المقام الأول عند أكثر الناس. فالحرُّ والضجيج والرائحة والازدحام والإعياء ومذاقُ الطعام وأثرُ المشي الطويل في الشمس، هذه تغلب على التجربة المُبلَّغ عنها ولا موضعَ لها في الإطار. وفي سياقٍ صحراوي أو تجمّعٍ شعائري كثيف، سيفوّت تصويرٌ محصورٌ فيما نظر إليه الزوّار كلَّ ما جعل اليوم ما كان تقريبًا.
والنظرُ يلزم عنه سلبيةٌ لا تسندها الأدلّة. فقد بيّن بيركنز وثورنز أن قطاعاتٍ سياحية بأسرها قوامُها الفعلُ لا المشاهدة، والمقصدُ يعمّ إلى ما وراء سياحة المغامرة بكثير. فالزوّار يفاوضون ويطبخون ويتعبّدون ويضلّون ويخاصمون السائقين ويقفون في الصفوف ويستريحون ويتحدّثون. ومعاملةُ هذه سياقًا حول شغل النظر الحقيقي تقلب نسبَ اليوم الفعلي.
والنظرةُ لا تقبل التشغيل مباشرة. فليس ثمّة مقياسٌ متّفق عليه. وتستبدل الدراساتُ بها مضمونَ الصور، وهو مُخرَجٌ مصفًّى بما يختار الناس نشرَه، أو بنودَ مسحٍ، وهي تقريرٌ ذاتي عن سيرورةٍ تقول النظريةُ إنها غير متاحةٍ للاستبطان. وليس واحدٌ منهما هو البِناء. ولهذا كانت الأدبياتُ التجريبية وصفيةً في جلّها، وكانت النتائجُ التراكمية نادرة.
والتصنيفُ ينمو بلا مبدأ. فالرومانسيةُ والجمعية اثنتان. ثم يضيف العملُ اللاحق نظرةً متفرّجة وبيئية وأنثروبولوجية ومُوسَّطة إعلاميًّا وأسرية. وليس في النظرية ما يقول كم ينبغي أن تكون ولا ما الذي يُخرج مقترَحًا منها، وتلك سِمةُ مفرداتٍ وصفية لا تصنيفٍ مشتقّ.
وليس فيها تصويرٌ لفاعلية السائح. فاعتراضُ النظرة الثانية عند ماكانيل قائم: كثيرًا ما يعلم الزوّار أن الموضع مرتَّب، ويتحدّثون عنه، ويستمتعون به بوصفه ترتيبًا. ونظريةٌ تبني فيها الصناعةُ ويتلقّى الزائر لا تستطيع تمثيل زائرٍ عالم، والزوّارُ العالمون اليوم أكثريةٌ في أسواقٍ كثيرة.
وهي تفسّر التمثيل خيرًا من السلوك. فالإطارُ يعلّل تعليلًا مقنعًا لماذا تُصوَّر الوجهةُ كما تُصوَّر وكيف تسافر تلك التصويرات. وهو يتنبّأ بالقليل جدًّا عمّن سيأتي، وكم يقيم، وكم ينفق، وهل يعود، وذلك أكثرُ ما يُطلَب من أطروحةٍ في الضيافة أو السياحة تفسيرُه.
