Almost every theory of organization assumes that the organization continues. Structure, culture, learning, careers, reputation and the enforcement of norms are all built on the expectation of a shared future. A project has no such future. It is assembled to accomplish one thing and then dissolved, and temporary organization theory begins by taking that fact seriously instead of treating it as an administrative detail.

The claim is stronger than it first sounds. It is not that a project is a small organization working under a deadline. It is that a known ending is a constitutive property of the form, and that it changes behavior in the present, before the ending arrives. Members who know the team will disperse invest in relationships that pay off outside the project rather than inside it. Authority that expires cannot be enforced through the threat of future sanction. Learning that has no destination after closure is not retained by anyone with an interest in retaining it.

This reframes what project management research is about. The dominant tradition treats the project as a container for tasks and asks how to plan, schedule and control those tasks better. Temporary organization theory asks a different question: what kind of social entity is this, and what does its temporariness explain that the content of its work does not. The two traditions coexist uneasily, and a doctoral proposal that mixes them without noticing usually ends up testing scheduling propositions with organizational language attached.

The theory also creates a problem it cannot fully resolve. Every temporary organization is created by, staffed from, funded by and answerable to a permanent one. That relationship is not a boundary condition on the theory; it is where most of the serious empirical work now sits, and it is the point at which the theory's central variable becomes hardest to isolate.

تكاد كلُّ نظرية في المنظمات تفترض أن المنظمة مستمرّة. فالهيكلُ والثقافةُ والتعلّمُ والمساراتُ الوظيفية والسمعةُ وإنفاذُ الأعراف، كلُّها مبنيّةٌ على توقّع مستقبلٍ مشترك. والمشروعُ لا مستقبل له من هذا النوع. فهو يُجمَع لإنجاز أمرٍ واحد ثم يُحَلّ، ونظريةُ المنظمة المؤقتة تبدأ بأخذ هذه الواقعة مأخذ الجدّ بدل عدّها تفصيلًا إداريًّا.

والدعوى أقوى ممّا تبدو أولَ وهلة. فليست هي أن المشروع منظمةٌ صغيرة تعمل تحت موعدٍ نهائي، بل أن النهاية المعلومة خاصّيةٌ مقوِّمة للشكل التنظيمي، وأنها تغيّر السلوك في الحاضر قبل أن تحلّ النهاية. فالأعضاءُ الذين يعلمون أن الفريق سيتفرّق يستثمرون في علاقاتٍ يعود نفعُها خارج المشروع لا داخله. والسلطةُ التي تنقضي بانقضائه لا تُنفَذ بالتهديد بجزاءٍ مستقبلي. والتعلّمُ الذي لا وجهة له بعد الإغلاق لا يحتفظ به أحدٌ له مصلحةٌ في الاحتفاظ به.

وهذا يعيد صياغة موضوع بحوث إدارة المشاريع. فالتقليدُ الغالب يعامل المشروع وعاءً للمهامّ ويسأل كيف تُخطَّط تلك المهامّ وتُجدوَل وتُضبَط على وجهٍ أفضل. ونظريةُ المنظمة المؤقتة تسأل سؤالًا آخر: أيّ كيانٍ اجتماعي هذا، وما الذي تفسّره مؤقتيّتُه ولا يفسّره مضمونُ عمله. والتقليدان يتعايشان على مضض، والمقترحُ الدكتوراهي الذي يخلط بينهما من غير انتباه ينتهي غالبًا إلى اختبار قضايا جدولةٍ مكسوّةٍ بلغةٍ تنظيمية.

وتولّد النظرية كذلك مشكلةً لا تحلّها حلًّا تامًّا. فكلُّ منظمةٍ مؤقتة تُنشئها منظمةٌ دائمة، وتُمَدّ منها بالأفراد، وتُموَّل منها، وتُساءَل أمامها. وليست هذه العلاقة شرطًا حدّيًّا على النظرية، بل هي موضعُ أجدّ الأعمال التجريبية اليوم، وهي النقطة التي يصعب عندها عزلُ متغيّر النظرية المركزي أشدّ ما يكون الصعوبة.

Two

Where It Came From

Bennis and Slater, 1968. The Temporary Society argued that bureaucracy was giving way to organizations assembled as task forces around problems and then disbanded. The forecast was overstated as a description of what happened next, but it named the object: an organization whose defining feature is that it is not meant to last.

Goodman and Goodman, 1976. The first careful empirical treatment, using theatrical production. A set of specialists is assembled for a limited period around a nonroutine task, works intensively, and disperses. They identified the management problems this creates: roles must be clarified without the time normally available, evaluation happens under a compressed horizon, professional development occurs outside any single employer, and the system's learning is carried away by individuals when it ends. The study is still the cleanest statement of why temporariness is a managerial condition and not merely a schedule.

Lundin and Soderholm, 1995. The paper that turned the observation into a theory. They proposed four basic concepts that constitute a temporary organization, time, task, team and transition, and four sequencing concepts that describe how it unfolds: action-based entrepreneurialism, fragmentation for commitment building, planned isolation, and institutionalized termination. The move that matters is analytical rather than empirical. They argue that these concepts, and not the permanent organization's vocabulary of goals, structures and functions, are the right primitives for describing a project.

Midler, 1995. The projectification study, based on the Renault case. Over two decades the firm shifted from a functional organization that occasionally ran projects to one organized around projects, with the functional units becoming resource pools that lend people rather than units that own work. Projectification is what happens when temporary organizations become the normal mode of production, and it is the empirical background for most of what has been written since.

Packendorff, 1995. The critique from inside the field. He argued that project management research was normative, tool driven and undertheorized, that it treated the project as a universal instrument rather than an organization worth studying, and that its prescriptions were rarely tested against what project participants actually do. This paper is the reason the temporary organization literature exists as a self-conscious research programme rather than a set of observations.

Engwall, 2003. The rival reading. Under the title that no project is an island, he showed through comparative cases that a project's course is explained by its organizational history, its context, and the expectations carried into it from prior projects, rather than by the properties of the temporary form. If context does the explanatory work, temporariness is doing less than the theory claims, and every study that treats a project as a bounded unit is misspecified.

Bakker, 2010. The systematic review that organized the field into four themes, time, team, task and context, and concluded that the literature had accumulated concepts faster than it had accumulated tested propositions. It remains the standard entry point and the standard warning.

غودمان وغودمان، ١٩٧٦. أول معالجةٍ تجريبية متأنّية، اتّخذت الإنتاج المسرحي حالةً لها. تُجمَع طائفةٌ من المتخصّصين مدةً محدودة حول مهمّةٍ غير روتينية، فتعمل عملًا مكثّفًا ثم تتفرّق. وقد عيّنا المشكلات الإدارية الناشئة عن ذلك: الأدوارُ يجب أن تُوضَّح من غير الوقت المتاح عادةً، والتقويمُ يجري في أفقٍ مضغوط، والتطوّرُ المهني يقع خارج أيّ ربّ عملٍ واحد، وتعلُّمُ النَّسق يحمله الأفراد بعيدًا حين ينتهي. وتبقى الدراسة أصفى بيانٍ لكون المؤقتية حالةً إدارية لا مجرّد جدول.

لوندين وسودرهولم، ١٩٩٥. الورقة التي حوّلت الملاحظة إلى نظرية. اقترحا أربعة مفاهيم أساسية تقوم بها المنظمة المؤقتة: الزمن، والمهمّة، والفريق، والانتقال؛ وأربعة مفاهيم للتتابع تصف كيف تتكشّف: الريادةُ القائمة على الفعل، والتجزئةُ لبناء الالتزام، والعزلُ المخطَّط، والإنهاءُ المؤسَّس. والنقلةُ المهمّة تحليلية لا تجريبية: فهما يريان أن هذه المفاهيم، لا مفردات المنظمة الدائمة من أهدافٍ وهياكل ووظائف، هي البدائيّات الصحيحة لوصف المشروع.

ميدلر، ١٩٩٥. دراسة التحوّل إلى نمط المشاريع، قائمةً على حالة رينو. فعلى مدى عقدين انتقلت المنشأة من تنظيمٍ وظيفي يدير مشاريعَ أحيانًا إلى تنظيمٍ قائمٍ على المشاريع، صارت فيه الوحداتُ الوظيفية مجامعَ مواردَ تُعير الأفراد لا وحداتٍ تملك العمل. والتحوّلُ إلى نمط المشاريع هو ما يقع حين تصير المنظمات المؤقتة نمطَ الإنتاج المعتاد، وهو الخلفية التجريبية لأكثر ما كُتب بعدُ.

باكندورف، ١٩٩٥. النقد من داخل الحقل. رأى أن بحوث إدارة المشاريع معيارية، تقودها الأدوات، وفقيرةٌ نظريًّا، وأنها تعامل المشروع أداةً كونيةً لا منظمةً تستحقّ الدراسة، وأن وصاياها قلّما اختُبرت في ضوء ما يفعله المشاركون فعلًا. وهذه الورقة سببُ وجود أدبيات المنظمة المؤقتة برنامجًا بحثيًّا واعيًا بنفسه لا مجموعةَ ملاحظات.

إنغفال، ٢٠٠٣. القراءة المنافسة. بيّن، تحت عنوان أن لا مشروع جزيرة، عبر حالاتٍ مقارَنة، أن مسار المشروع يفسّره تاريخُه التنظيمي وسياقُه والتوقّعاتُ المحمولة إليه من مشاريع سابقة، لا خصائصُ الشكل المؤقت. وإذا كان السياق هو الذي يقوم بالعمل التفسيري فالمؤقتيةُ تفعل أقلّ ممّا تدّعيه النظرية، وكلُّ دراسةٍ تعامل المشروع وحدةً مغلقة سيّئةُ التوصيف.

باكر، ٢٠١٠. المراجعة المنهجية التي نظّمت الحقل في أربعة محاور: الزمن، والفريق، والمهمّة، والسياق، وخلصت إلى أن الأدبيات راكمت المفاهيم أسرع ممّا راكمت القضايا المختبَرة. وتبقى مدخلَ البداية المعياري والتحذيرَ المعياري معًا.

How It Works

Four concepts constitute the form. Lundin and Soderholm's argument is that a temporary organization is not defined by size, industry or task content, but by the way these four elements are arranged. Each one is an assertion about what the organization is, and each carries a consequence for how people inside it behave.

Four sequencing concepts describe how it unfolds. Action-based entrepreneurialism holds that action precedes and generates commitment rather than following from it, which inverts the planning logic most project methods assume. Fragmentation for commitment building says that work is broken into pieces small enough for individuals to own, because ownership is what substitutes for hierarchy in a body with no future. Planned isolation says that the temporary organization is deliberately walled off from the permanent one so that it can act, which is a design choice with a price. Institutionalized termination says that closure has to be performed, not merely reached, because a temporary organization that is not visibly ended continues to consume attention and resources.

The implication most people get wrong is the direction of the argument. Temporariness is usually read as a difficulty to be managed, a shorter and harder version of permanence. The theory says the opposite: the known ending is a cause, not an obstacle, and it produces effects while the project is still running. Members discount sanctions that cannot be delivered after closure. Reputation is invested in professional and industry networks rather than in the project, because that is where it will still be worth something. And planned isolation, the very device that lets a project act quickly, is also the reason its host learns so little from it.

The permanent organization is present throughout, and the theory has no clean place for it. The temporary organization is chartered, staffed, funded, audited and eventually dissolved by a permanent body that has its own objectives and its own time horizon. Isolation is never complete, and it is not symmetric: the project depends on the permanent organization for resources and for the acceptance of its output, while the permanent organization can survive the project's failure. That asymmetry, and not the temporary form alone, explains a great deal of observed project behavior, which is exactly Engwall's point.

Knowledge is the clearest structural loss. A permanent organization retains what it learns in routines, in files, in the memory of people who stay, and in the informal knowledge of who to ask. A temporary organization has none of these after closure. Lessons learned documents are written by people who are leaving, for readers who do not yet exist, about a configuration that will not recur. The theory predicts this failure rather than lamenting it, and that prediction is one of its few genuinely testable ones.

أربعةُ مفاهيم يقوم بها الشكل. حجّةُ لوندين وسودرهولم أن المنظمة المؤقتة لا يعرّفها حجمٌ ولا صناعةٌ ولا مضمونُ مهمّة، بل طريقةُ ترتيب هذه العناصر الأربعة. وكلُّ عنصرٍ منها دعوى في ماهية المنظمة، ولكلٍّ منها لازمٌ في سلوك من فيها.

وأربعةُ مفاهيم للتتابع تصف كيف تتكشّف. فالريادةُ القائمة على الفعل ترى أن الفعل يسبق الالتزام ويولّده لا أن ينشأ عنه، وهذا يقلب منطقَ التخطيط الذي تفترضه أكثر منهجيات المشاريع. والتجزئةُ لبناء الالتزام تقول إن العمل يُقسَّم قِطَعًا صغيرةً بقدر ما يستطيع الأفراد تملّكها، لأن التملّك بديلُ التسلسل الرئاسي في كيانٍ لا مستقبل له. والعزلُ المخطَّط يقول إن المنظمة المؤقتة تُفصَل قصدًا عن الدائمة لتستطيع الفعل، وهذا اختيارٌ تصميمي له ثمن. والإنهاءُ المؤسَّس يقول إن الإغلاق يجب أن يُؤدَّى لا أن يُبلَغ فحسب، لأن منظمةً مؤقتةً لا تُنهى إنهاءً ظاهرًا تظلّ تستهلك الانتباه والموارد.

وأكثرُ ما يُخطئ فيه الناس اتجاهُ الحجّة. فالمؤقتيةُ تُقرأ عادةً صعوبةً تُدار، ونسخةً أقصر وأشقّ من الدوام. والنظريةُ تقول عكس ذلك: النهايةُ المعلومة سببٌ لا عائق، وهي تُحدث آثارها والمشروعُ ما يزال جاريًا. فالأعضاءُ يخصمون الجزاءات التي لا يمكن إيقاعها بعد الإغلاق. والسمعةُ تُستثمَر في الشبكات المهنية وشبكات الصناعة لا في المشروع، لأن هناك تبقى ذاتَ قيمة. والعزلُ المخطَّط، وهو الأداةُ نفسُها التي تتيح للمشروع سرعةَ الفعل، هو سببُ ضآلة ما تتعلّمه منه المنظمةُ المضيفة.

والمنظمة الدائمة حاضرةٌ في كل ذلك، وليس للنظرية موضعٌ نظيف لها. فالمنظمة المؤقتة يؤسّسها ويمدّها بالأفراد ويموّلها ويراجعها ويحلّها في النهاية كيانٌ دائم له أهدافُه وأفقُه الزمني. والعزلُ لا يتمّ قطّ، وهو غيرُ متماثل: فالمشروع يعتمد على المنظمة الدائمة في الموارد وفي قبول مخرجاته، بينما تستطيع المنظمة الدائمة النجاة من إخفاق المشروع. وهذا التفاوتُ، لا الشكلُ المؤقت وحده، يفسّر كثيرًا من سلوك المشاريع الملاحَظ، وهذا مقصود إنغفال بعينه.

والمعرفةُ أوضحُ خسارةٍ بِنيوية. فالمنظمة الدائمة تحتفظ بما تتعلّمه في الروتينات، وفي الملفّات، وفي ذاكرة من يبقى، وفي المعرفة غير الرسمية بمن يُسأل. والمنظمةُ المؤقتة لا شيء من ذلك عندها بعد الإغلاق. ووثائقُ الدروس المستفادة يكتبها راحلون، لقرّاءٍ لم يوجدوا بعد، عن تشكيلٍ لن يتكرّر. والنظريةُ تتنبّأ بهذا الإخفاق لا ترثي له، وهذا التنبّؤ من قلائل تنبّؤاتها القابلة للاختبار حقًّا.

Four

Using It in Research

Decide first whether the theory is the subject or the frame. Used as a subject, the research question is about the form itself: what temporariness does to trust, to authority, to learning, to careers. Used as a frame, it justifies why a project cannot be studied with instruments built for permanent organizations. Both are legitimate. Blending them produces a study that describes a project in the theory's vocabulary and tests nothing, which is the most common failure in this literature and the one reviewers name most often.

Designs that work. Longitudinal case study inside one temporary organization, entering before mobilization and continuing past closure, is the design the theory was built for, because the theory's claims are about transitions at the boundaries. Comparative case studies across projects that differ in one of the four concepts, holding the task roughly constant, allow a weak form of controlled comparison. Career and mobility tracing, following individuals out of a closed project into their next posting, tests the knowledge and reputation claims directly and uses data that outlive the organization. Archival study of programme and project office establishment and dissolution turns the temporary form itself into an observable event with dates.

Designs that fail. A cross-sectional survey of project managers about success factors is not a test of this theory, whatever the literature review says; it measures perceptions inside a form the theory is trying to explain. Post-hoc interviews conducted after closure select on survival, because the people still reachable are the ones who stayed with the host organization. Comparing projects to non-projects inside the same firm confounds temporariness with task novelty, since firms assign novel work to projects in the first place.

Sample the closure, not the delivery. The theory's distinctive claims are about entry and above all about termination: what happens to knowledge, to relationships and to accountability when the organization ceases to exist. Data collected only during execution cannot address them. Design the collection so that it continues past the point where the organization is gone, which in practice means recruiting informants and securing contact details before the team disperses, not after.

Where the setting makes this distinctive. The source literature was built on film production, theatre, construction contracting and corporate research and development in Western Europe and North America, where the typical project member is a freelancer or a contractor moving between employers. A national programme environment staffs projects differently, and the difference is theoretically consequential rather than merely descriptive.

  • Giga programmes as temporary organizations of unusual scale and duration. A programme that runs for a decade, employs tens of thousands and then disperses is temporary by design and permanent by experience. It is a hard case for the theory: long enough to develop culture, careers and internal politics, yet built with a terminal date. Whether the four concepts hold when the horizon is a decade rather than a season is an open empirical question, and the setting is one of very few places it can be asked.
  • Secondment as a staffing mode the theory has not modelled. Where members are seconded from ministries, authorities and state owned companies, each has a guaranteed permanent home to return to. The source literature assumes a labour market of contractors whose next engagement is uncertain. Predictions about commitment, risk taking and knowledge retention should differ sharply, and the two populations often sit side by side in the same programme, which is an unusually clean comparison.
  • Project office establishment under national transformation programmes. A programme management office is a permanent body created to host temporary ones. The tension the theory identifies is therefore institutionalized in a single unit with a name, a budget and a mandate. Whether such an office accumulates knowledge across projects or only enforces process compliance is measurable and almost entirely unstudied.
  • Employment tied to project duration for a large expatriate workforce. Where the residency and work permit are attached to the project, closure is not a career transition but a departure from the country. Reputation cannot be reinvested locally and knowledge leaves the economy altogether. This is a boundary condition the theory has never faced, and it sharpens the knowledge loss prediction into something with a clear mechanism.
  • Localization targets applied to temporary staffing. Nationalization quotas are calculated on headcount concepts designed for permanent employment. Applying them to organizations built to dissolve creates a measurable friction, and the way programmes resolve it, through secondment, through contracting structures, or through classifying the programme as permanent, is itself evidence about how the two organizational forms interact.
  • Externally fixed and non negotiable deadlines. Where delivery is tied to a pilgrimage season, a hosted event or a published national target date, the deadline is set outside the organization and cannot be renegotiated. That is the purest available instance of the time concept, and it separates the effect of temporal pressure from the effect of managerial choice about schedule.
  • Bilingual handover at transition. Where design and delivery documentation is produced in one language and the receiving operator works in another, the transition concept acquires a concrete and measurable obstacle. Studying what survives translation at handover is a direct test of the knowledge claim.

التوظيف البحثي

احسم أولًا هل النظرية موضوعٌ أم إطار. فإذا كانت موضوعًا كان سؤالُ البحث عن الشكل نفسه: ما الذي تفعله المؤقتية بالثقة والسلطة والتعلّم والمسارات المهنية. وإذا كانت إطارًا بُرِّر بها أن المشروع لا يُدرَس بأدواتٍ صُنعت للمنظمات الدائمة. وكلا الوجهين مشروع. أما مزجُهما فيُنتج دراسةً تصف مشروعًا بمفردات النظرية ولا تختبر شيئًا، وهذا أشيعُ إخفاقٍ في هذه الأدبيات وأكثرُ ما يسمّيه المحكّمون.

التصاميم التي تنجح. دراسةُ الحالة الطولية داخل منظمةٍ مؤقتة واحدة، بالدخول قبل التعبئة والاستمرار إلى ما بعد الإغلاق، هي التصميم الذي بُنيت له النظرية، لأن دعاواها في الانتقالات عند الحدود. ودراساتُ الحالة المقارَنة عبر مشاريعَ تختلف في واحدٍ من المفاهيم الأربعة مع تثبيت المهمّة تقريبًا تتيح صورةً ضعيفة من المقارنة المضبوطة. وتتبّعُ المسارات والتنقّل، بملاحقة الأفراد خارجين من مشروعٍ مُغلَق إلى مواقعهم التالية، يختبر دعاوى المعرفة والسمعة اختبارًا مباشرًا ويستعمل بياناتٍ تعمّر بعد المنظمة. والدراسةُ الأرشيفية لإنشاء مكاتب البرامج والمشاريع وحلّها تجعل الشكلَ المؤقت نفسه حدثًا ملحوظًا بتواريخ.

التصاميم التي تخفق. فمسحٌ مقطعي لمديري المشاريع عن عوامل النجاح ليس اختبارًا لهذه النظرية مهما قالت مراجعةُ الأدبيات؛ إنه يقيس تصوّراتٍ داخل شكلٍ تحاول النظرية تفسيره. والمقابلاتُ البَعدية بعد الإغلاق تنتقي على البقاء، لأن من يبقى في المتناول هم من ظلّوا مع المنظمة المضيفة. ومقارنةُ المشاريع بغير المشاريع داخل المنشأة نفسها تخلط المؤقتية بجِدّة المهمّة، لأن المنشآت تسند العمل الجديد إلى المشاريع ابتداءً.

عايِن الإغلاق لا التنفيذ. دعاوى النظرية المميِّزة في الدخول وقبل ذلك في الإنهاء: ما الذي يحلّ بالمعرفة والعلاقات والمساءلة حين تكفّ المنظمة عن الوجود. والبياناتُ المجموعة أثناء التنفيذ وحده لا تبلغها. فصمّم الجمع بحيث يستمرّ إلى ما بعد زوال المنظمة، ومعنى ذلك عمليًّا استقطابُ المُخبِرين وتأمينُ وسائل الاتصال بهم قبل تفرّق الفريق لا بعده.

وحيث يجعل السياقُ هذا مميَّزًا. بُنيت أدبياتُ المصدر على الإنتاج السينمائي والمسرح ومقاولات البناء والبحث والتطوير في أوروبا الغربية وأمريكا الشمالية، حيث عضوُ المشروع النمطي عاملٌ حرّ أو متعاقدٌ ينتقل بين أرباب العمل. وبيئةُ البرامج الوطنية تُمِدّ المشاريع بالأفراد على وجهٍ آخر، والفرقُ ذو أثرٍ نظري لا وصفيّ فحسب.

  • البرامج العملاقة منظماتٍ مؤقتة ذات حجمٍ ومدةٍ غير معتادين. فبرنامجٌ يمتدّ عقدًا ويشغّل عشرات الألوف ثم يتفرّق مؤقتٌ بالتصميم دائمٌ بالتجربة. وهو حالةٌ صعبة على النظرية: طويلٌ بما يكفي لنشوء ثقافةٍ ومساراتٍ وسياساتٍ داخلية، ومبنيٌّ مع ذلك بتاريخٍ نهائي. وهل تصمد المفاهيم الأربعة حين يكون الأفق عقدًا لا موسمًا سؤالٌ تجريبي مفتوح، وهذا السياق من أقلّ المواضع التي يمكن أن يُسأل فيها.
  • الإعارة نمطَ تزويدٍ لم تنمذجه النظرية. فحيث يُعار الأعضاء من الوزارات والهيئات والشركات المملوكة للدولة كان لكلٍّ منهم بيتٌ دائم مضمون يعود إليه. وأدبياتُ المصدر تفترض سوق عملٍ من متعاقدين ارتباطُهم التالي غير مؤكّد. والتنبّؤاتُ في الالتزام وقبول المخاطرة والاحتفاظ بالمعرفة ينبغي أن تختلف اختلافًا حادًّا، والفئتان تتجاوران كثيرًا في البرنامج الواحد، وهذه مقارنةٌ نظيفة على غير المعتاد.
  • إنشاء مكاتب المشاريع تحت برامج التحوّل الوطني. فمكتبُ إدارة البرنامج كيانٌ دائم أُنشئ ليستضيف كياناتٍ مؤقتة. والتوتّرُ الذي تعيّنه النظرية مؤسَّسٌ إذن في وحدةٍ واحدة لها اسمٌ وميزانيةٌ وتفويض. وهل يراكم هذا المكتب معرفةً عبر المشاريع أم يُنفِذ الامتثال للإجراءات فحسب أمرٌ قابل للقياس ولم يُدرَس تقريبًا.
  • ارتباطُ التوظيف بمدة المشروع لدى قوى عاملة وافدة كبيرة. فحيث ترتبط الإقامة ورخصةُ العمل بالمشروع لم يكن الإغلاق انتقالًا مهنيًّا بل مغادرةً للبلد. فلا تُعاد السمعة استثمارًا محلّيًّا، وتخرج المعرفةُ من الاقتصاد كلّه. وهذا شرطٌ حدّيّ لم تواجهه النظرية قطّ، وهو يشحذ تنبّؤَ فقدان المعرفة إلى شيءٍ ذي آليةٍ واضحة.
  • مستهدفاتُ التوطين مطبَّقةً على تزويدٍ مؤقت. فحصصُ التوطين تُحسَب على مفاهيم عددٍ وظيفي صُمّمت للتوظيف الدائم. وتطبيقُها على منظماتٍ مبنيّةٍ لتُحَلّ يُنشئ احتكاكًا قابلًا للقياس، وطريقةُ حسم البرامج له، بالإعارة أو بهياكل التعاقد أو بتصنيف البرنامج دائمًا، دليلٌ في ذاتها على كيفية تفاعل الشكلين التنظيميين.
  • مواعيدُ نهائية مثبَّتة خارجيًّا غير قابلة للتفاوض. فحيث يرتبط التسليم بموسم حجٍّ أو عمرة، أو بحدثٍ مستضاف، أو بتاريخٍ وطني معلَن، كان الموعد موضوعًا خارج المنظمة لا يُعاد التفاوض عليه. وتلك أصفى صورةٍ متاحة لمفهوم الزمن، وهي تفصل أثر الضغط الزمني عن أثر اختيار الإدارة في الجدولة.
  • التسليم ثنائي اللغة عند الانتقال. فحيث تُنتَج وثائق التصميم والتنفيذ بلغةٍ ويعمل المشغّل المستلِم بلغةٍ أخرى اكتسب مفهومُ الانتقال عائقًا محسوسًا قابلًا للقياس. ودراسةُ ما ينجو من الترجمة عند التسليم اختبارٌ مباشر لدعوى المعرفة.

Limits and Critique

It is stronger as a description than as a source of testable predictions. The four concepts are a vocabulary for observing a project, and a good one. They do not say what will happen when time is short and the task is unique. There is no proposition in Lundin and Soderholm of the form that a change in one concept produces a specified change in an outcome, and the reviews of the field have repeatedly found that the literature cites the framework far more often than it tests anything derived from it. A dissertation that adopts the theory should say what it will use the vocabulary to see, and should not claim that the vocabulary is a hypothesis.

The boundary between temporary and permanent is blurred wherever an organization runs projects continuously. A contractor, an engineering consultancy, a delivery partner or a programme office is permanent and consists of nothing but projects. If the explanatory variable is temporariness, and the firm is permanently temporary, the variable does not vary. The same problem appears inside a giga programme that outlives the careers of most of its staff. Any design that relies on contrasting temporary with permanent has to establish that the contrast exists in the sample, and in a projectified economy that is a real empirical burden rather than a formality.

Context may be doing the work the form is credited with. Engwall's comparative cases showed that what happens in a project is largely predicted by what happened in the organization before it, and by expectations imported from earlier projects. If that is right, studies that treat the project as a bounded unit are misspecified, and observed differences between projects reflect their histories rather than their temporariness. The theory has absorbed this critique rhetorically without resolving it methodologically.

Termination ends the organization but not its obligations. Defect liability, warranty periods, operational handover, performance guarantees and litigation all extend past dissolution. The theory has no account of an entity that no longer exists but is still answerable, and this is not an edge case in construction and infrastructure, where it is the normal state of affairs for years after closure.

The empirical base is narrow. Film, theatre, construction, disaster response and corporate research and development, mostly in Northern Europe and North America, with freelance or contractor staffing. Whether the concepts travel to settings where the normal mode is secondment from a permanent public employer, or where the workforce leaves the country at closure, is untested rather than established.

The theory is largely silent about power. Who defines the task, who sets the deadline, who is seconded and who is contracted, and who decides that the transition has been achieved, are distributive questions with large organizational consequences. The four concepts describe the form without asking who shaped it, which is a strange omission in a literature that grew out of organization studies.

Use temporary organization theory to justify studying a project as an organization rather than as a schedule, and to direct attention to the boundaries where its distinctive claims live: mobilization, isolation from the host, and closure. Do not present the four concepts as hypotheses; derive one specific expectation from them and test that. Establish that temporariness actually varies in the sample before making it the explanatory variable, and control for organizational history, because the strongest critique of the theory says that history is what you would otherwise be measuring. In a setting of decade long programmes staffed by seconded and contracted people who disperse at closure, the theory's least tested prediction, that knowledge does not survive dissolution, is also the one the setting is best placed to examine.

الحدود والنقد

هي أقوى وصفًا منها مصدرًا لتنبّؤاتٍ قابلة للاختبار. فالمفاهيم الأربعة مفرداتٌ لملاحظة المشروع، وهي مفرداتٌ جيّدة. لكنها لا تقول ما الذي سيقع حين يقصر الزمن وتتفرّد المهمّة. وليس في لوندين وسودرهولم قضيةٌ من صورة أن تغيّرًا في مفهومٍ يُنتج تغيّرًا محدَّدًا في نتيجة، وقد وجدت مراجعاتُ الحقل مرارًا أن الأدبيات تستشهد بالإطار أضعافَ ما تختبر شيئًا مشتقًّا منه. والأطروحةُ التي تتبنّى النظرية ينبغي أن تقول ما الذي ستستعمل المفردات لرؤيته، وألّا تدّعي أن المفردات فرضية.

والحدُّ بين المؤقت والدائم مطموسٌ حيثما أدارت المنظمة مشاريعَ على الدوام. فالمقاولُ والبيتُ الاستشاري الهندسي وشريكُ التنفيذ ومكتبُ البرنامج كياناتٌ دائمة لا تتألّف إلا من مشاريع. وإذا كان المتغيّر المفسِّر هو المؤقتية، وكانت المنشأة مؤقتةً على الدوام، فالمتغيّر لا يتغيّر. وتظهر المشكلة نفسها داخل برنامجٍ عملاق يعمّر أكثر من مسارات أكثر موظّفيه المهنية. وكلُّ تصميمٍ يعتمد على مقابلة المؤقت بالدائم عليه أن يثبت وجود المقابلة في العيّنة، وهذا في اقتصادٍ متحوّلٍ إلى نمط المشاريع عبءٌ تجريبي حقيقي لا إجراءٌ شكلي.

وقد يكون السياق هو الذي يفعل ما يُنسَب إلى الشكل. فقد بيّنت حالاتُ إنغفال المقارَنة أن ما يجري في المشروع يتنبّأ به في معظمه ما جرى في المنظمة قبله، والتوقّعاتُ المستوردة من مشاريع أسبق. وإن صحّ ذلك فالدراساتُ التي تعامل المشروع وحدةً مغلقة سيّئةُ التوصيف، والفروقُ الملاحَظة بين المشاريع تعكس تواريخها لا مؤقتيّتها. وقد استوعبت النظرية هذا النقد خطابيًّا من غير أن تحلّه منهجيًّا.

والإنهاءُ ينهي المنظمة ولا ينهي التزاماتها. فمسؤوليةُ العيوب، ومددُ الضمان، والتسليمُ التشغيلي، وضماناتُ الأداء، والتقاضي، كلُّها تمتدّ بعد الحلّ. وليس عند النظرية بيانٌ لكيانٍ لم يعد موجودًا وهو مع ذلك مسؤول، وهذه ليست حالةً هامشية في البناء والبنية التحتية، بل هي الحال المعتادة سنواتٍ بعد الإغلاق.

والقاعدة التجريبية ضيّقة. السينما والمسرح والبناء والاستجابةُ للكوارث والبحثُ والتطوير في المنشآت، في شمال أوروبا وأمريكا الشمالية غالبًا، بتزويدٍ من عاملين أحرار أو متعاقدين. وهل تنتقل المفاهيم إلى سياقاتٍ نمطُها المعتاد الإعارةُ من ربّ عملٍ عامّ دائم، أو تغادر فيها القوى العاملة البلدَ عند الإغلاق، أمرٌ غير مختبَر لا أمرٌ مقرَّر.

والنظرية صامتةٌ في معظمها عن السلطة. فمن يحدّد المهمّة، ومن يضع الموعد النهائي، ومن يُعار ومن يُتعاقد معه، ومن يقرّر أن الانتقال قد تحقّق، أسئلةٌ توزيعية ذات لوازمَ تنظيمية كبيرة. والمفاهيمُ الأربعة تصف الشكل ولا تسأل من صاغه، وهذا إغفالٌ غريب في أدبياتٍ نبتت من دراسات المنظمات.

استعمل نظرية المنظمة المؤقتة لتبرير دراسة المشروع منظمةً لا جدولًا، ولتوجيه النظر إلى الحدود التي تسكنها دعاواها المميِّزة: التعبئة، والعزل عن المضيف، والإغلاق. ولا تعرض المفاهيم الأربعة فرضياتٍ؛ بل اشتقّ منها توقّعًا واحدًا محدَّدًا واختبره. وأثبت أن المؤقتية تتغيّر فعلًا في العيّنة قبل جعلها المتغيّر المفسِّر، واضبط تاريخَ المنظمة، فأقوى نقدٍ للنظرية يقول إن التاريخ هو ما كنت ستقيسه لولا ذلك. وفي سياقٍ من برامج تمتدّ عقدًا يمدّها بالأفراد معارون ومتعاقدون يتفرّقون عند الإغلاق، يكون أقلُّ تنبّؤات النظرية اختبارًا، وهو أن المعرفة لا تنجو من الحلّ، هو نفسُه ما يكون هذا السياق أقدرَ المواضع على فحصه.
