Maslow's hierarchy is the most widely recognized theory in organizational behavior and one of the least supported by evidence. Both facts matter to a doctoral researcher. The theory proposes that human needs fall into a small number of classes, that these classes are arranged by prepotency, and that a need lower in the order dominates motivation until it is largely satisfied, at which point the next need emerges.

The taxonomy is what survived. Physiological needs, safety, belonging, esteem and self-actualization remain a serviceable list of what people want from work and from life, and later theories of need have mostly rearranged it rather than replaced it. The ordering is what did not survive. Longitudinal and cross-sectional tests in the 1960s and 1970s found little evidence that satisfying one need class activates the next, and a review of that work concluded that the hierarchy in the strict sense had almost no empirical support.

The pyramid deserves its own sentence. Maslow never drew one. The diagram that appears in every textbook was produced by management writers in the 1950s and 1960s, and it encodes a rigidity that Maslow's own text explicitly rejected. A researcher who tests the pyramid is testing a consultant's simplification, not the theory.

The right way to hold the theory is as a framework for classifying needs, with a contested hypothesis about their ordering attached. Used that way it remains useful. Used as an established account of motivation it will not survive a competent examiner.

هرم ماسلو أوسع نظريات السلوك التنظيمي شهرةً وأقلُّها سندًا من الدليل. وكلا الأمرين يهمّ طالب الدكتوراه. فالنظرية تقترح أن حاجات الإنسان تقع في أصنافٍ قليلة، وأن هذه الأصناف مرتّبة بالأسبقية، وأن الحاجة الأدنى في الترتيب تهيمن على الدافعية حتى تُشبَع في معظمها، فتبرز عندئذٍ الحاجة التالية.

والتصنيف هو ما بقي. فالحاجات الفسيولوجية والأمان والانتماء والتقدير وتحقيق الذات ما تزال قائمةً صالحة لما يريده الناس من العمل ومن الحياة، ونظريات الحاجة اللاحقة أعادت ترتيبها في الغالب ولم تستبدل بها. والترتيب هو ما لم يبقَ. فالاختبارات الطولية والمقطعية في الستينيات والسبعينيات لم تجد إلا قليلًا من الدليل على أن إشباع صنفٍ من الحاجات ينشّط التالي، وخلصت مراجعةٌ لذلك العمل إلى أن الهرم بمعناه الدقيق يكاد يخلو من سندٍ تجريبي.

والهرم نفسه يستحقّ جملةً خاصّة. فماسلو لم يرسم هرمًا قطّ. والرسم الذي يظهر في كل كتابٍ مقرَّر أنتجه كتّاب الإدارة في الخمسينيات والستينيات، وهو يرمّز صلابةً رفضها نصّ ماسلو صراحة. والباحث الذي يختبر الهرم يختبر تبسيطَ مستشارٍ لا النظرية.

والطريقة الصحيحة لحمل النظرية أنها إطارٌ لتصنيف الحاجات مع فرضيةٍ متنازَعة عن ترتيبها ملحقةٍ به. وبهذا الاستعمال تبقى نافعة. أما بوصفها تفسيرًا مقرَّرًا للدافعية فلن تصمد أمام ممتحنٍ كفء.

Two

Where It Came From

Maslow, 1943. The paper in Psychological Review that set out five need classes and the principle of prepotency. Three features of the original text are routinely lost. Maslow said most people are partially satisfied and partially unsatisfied in all their needs at once, and gave illustrative percentages to make the point. He listed exceptions: people who put creativity or principle above safety, and people whose early deprivation fixed a need permanently. And he described the emergence of higher needs as gradual, not as a step that follows full satisfaction of the lower one.

Maslow, 1954 and after. Motivation and Personality expanded the argument and supplied the material on self-actualization, drawn from biographical study of a small number of people Maslow admired. Late in his life he proposed self-transcendence as a level beyond self-actualization; this revision was largely ignored until Koltko-Rivera drew attention to it in 2006, and it does not appear in the standard diagram.

The management adoption, 1950s and 1960s. The theory entered organizational behavior through McGregor and through training and consulting material, and it was in this transmission that the pyramid was drawn. Bridgman, Cummings and Ballard traced the diagram's origin in 2019 and showed that it was a management-education artifact whose rigid stepwise reading was never Maslow's own.

Alderfer, 1969. ERG theory collapsed the five classes into existence, relatedness and growth, dropped the strict ordering, and added a frustration-regression proposition: when a higher need is blocked, a person redirects effort to a lower one. Alderfer's tests supported the three-class structure better than the five-class one, and ERG remains the most direct empirical rival.

Wahba and Bridwell, 1976. The review that the field has never answered. Surveying the available tests, they separated two claims: that satisfying a need reduces its importance, and that satisfying a lower need increases the importance of the next. They found weak support for the first, almost none for the second, and no consistent factor-analytic evidence for five distinct need classes.

Kenrick and colleagues, 2010, and Tay and Diener, 2011. Two attempts at rehabilitation. The first rebuilt the hierarchy on evolutionary foundations, replacing self-actualization with mating and parenting motives. The second, using survey data from over a hundred countries, found that the need classes each predicted well-being across cultures but that their fulfilment did not have to occur in order. The taxonomy is universal; the sequence is not.

ماسلو، ١٩٥٤ وما بعدها. وسّع كتاب «الدافعية والشخصية» الحجّة وقدّم مادّة تحقيق الذات، مستمدّةً من دراسة سِيَر عددٍ قليل ممن كان ماسلو يُعجَب بهم. وفي أواخر حياته اقترح تجاوز الذات مستوًى وراء تحقيق الذات؛ وأُهملت هذه المراجعة في معظمها حتى لفت كولتكو-ريفيرا الانتباه إليها في ٢٠٠٦، وهي لا تظهر في الرسم المعياري.

التبنّي الإداري، الخمسينيات والستينيات. دخلت النظرية السلوك التنظيمي عبر ماكغريغور وعبر مواد التدريب والاستشارة، وفي هذا الانتقال رُسم الهرم. وتتبّع بريدجمان وكامينغز وبالارد أصل الرسم في ٢٠١٩ وبيّنوا أنه مصنوعٌ من مصنوعات تعليم الإدارة، وأن قراءته الدرَجية الصلبة لم تكن قراءة ماسلو قطّ.

ألدرفر، ١٩٦٩. ضغطت نظرية الوجود والارتباط والنموّ الأصنافَ الخمسة في ثلاثة، وأسقطت الترتيب الصارم، وأضافت قضية الإحباط والنكوص: حين تُسدّ حاجةٌ أعلى يعيد الإنسان توجيه جهده إلى أدنى. وساندت اختبارات ألدرفر بِنية الأصناف الثلاثة أكثر من الخمسة، وتبقى نظريته المنافس التجريبي الأقرب.

وهبة وبريدويل، ١٩٧٦. المراجعة التي لم يجب عنها الحقل قطّ. مسحا الاختبارات المتاحة وفصلا دعويين: أن إشباع الحاجة يقلّل أهميتها، وأن إشباع الحاجة الأدنى يزيد أهمية التالية. فوجدا سندًا ضعيفًا للأولى، ولا يكاد يوجد للثانية، ولا دليلًا عامليًّا متّسقًا على خمسة أصنافٍ متمايزة.

كنريك وزملاؤه، ٢٠١٠، وتاي ودينر، ٢٠١١. محاولتان لإعادة الاعتبار. أعادت الأولى بناء الهرم على أسسٍ تطوّرية، مستبدلةً بتحقيق الذات دوافعَ التزاوج والوالدية. ووجدت الثانية، ببيانات مسحٍ من أكثر من مئة بلد، أن كل صنفٍ من الحاجات يتنبّأ بالرفاه عبر الثقافات، لكن إشباعها لا يلزم أن يقع بالترتيب. فالتصنيف عالميّ؛ والتتابع ليس كذلك.

How It Works

Five classes of need. The table gives each class as Maslow described it and the organizational conditions usually mapped onto it. The mapping is the management literature's, not Maslow's, and it is looser than textbooks suggest: pay, for instance, appears in three rows.

Two propositions carry the theory. The deprivation-domination proposition says that the more a need is unmet, the more it governs behavior. The gratification-activation proposition says that as a lower need is met, its motivating power falls and the next higher need becomes active. The first is close to common sense and has some support. The second is the hierarchy proper, and it is the one that has failed in testing. A study that confirms the first and claims support for Maslow has confirmed the part nobody disputed.

Prepotency does not mean full satisfaction before the next need appears. This is the implication most often stated wrongly. Maslow wrote that a higher need emerges gradually as the lower one is partly met, that most people carry unmet needs at every level simultaneously, and that the order can be reversed in particular people. The rigid staircase, in which a level must be completed before the next is unlocked, comes from the pyramid diagram, and testing it is testing a claim the theory did not make.

Deficiency and growth needs. Maslow later distinguished the first four classes, which are quieted by satisfaction, from self-actualization, which is strengthened by it. This distinction is more defensible than the five-step order and is the part of the theory that later work on intrinsic motivation and self-determination retained, usually without attribution. It also explains why self-actualization resists measurement: a need that grows when met has no natural ceiling and no obvious indicator of deprivation.

وقضيتان تحملان النظرية. فقضية الحرمان والهيمنة تقول إن الحاجة كلما زاد عدم إشباعها زادت سيطرتها على السلوك. وقضية الإشباع والتنشيط تقول إن الحاجة الأدنى حين تُشبَع تهبط قوّتها الدافعة وتنشط الحاجة الأعلى التالية. والأولى قريبةٌ من البداهة ولها بعض السند. والثانية هي الهرم بعينه، وهي التي أخفقت في الاختبار. والدراسة التي تؤكّد الأولى وتدّعي سندًا لماسلو قد أكّدت الجزء الذي لم ينازع فيه أحد.

الأسبقية لا تعني الإشباع التامّ قبل ظهور الحاجة التالية. وهذا اللازم أكثر ما يُذكر خطأً. فقد كتب ماسلو أن الحاجة الأعلى تبرز تدريجيًّا مع الإشباع الجزئي للأدنى، وأن أكثر الناس يحملون حاجاتٍ غير مُشبَعة في كل مستوًى في آن، وأن الترتيب قد ينعكس عند أشخاصٍ بعينهم. أما الدرَج الصلب، الذي يجب فيه إتمام مستوًى قبل فتح التالي، فمن رسم الهرم، واختباره اختبارٌ لدعوى لم تقلها النظرية.

حاجات النقص وحاجات النموّ. ميّز ماسلو لاحقًا الأصناف الأربعة الأولى، التي يسكّنها الإشباع، من تحقيق الذات الذي يقوّيه الإشباع. وهذا التمييز أقرب إلى الدفاع عنه من الترتيب الخماسي، وهو الجزء الذي احتفظ به العمل اللاحق على الدافعية الداخلية وتقرير الذات، من غير عزوٍ في الغالب. وهو يفسّر كذلك لماذا يستعصي تحقيق الذات على القياس: فحاجةٌ تنمو حين تُشبَع لا سقف طبيعيًّا لها ولا مؤشّر حرمانٍ واضحًا.

Four

Using It in Research

Be clear about which claim is under test. Three different studies hide under the name. A study of the taxonomy asks whether need satisfaction in each class predicts an outcome; this works and is well supported. A study of the ordering asks whether satisfying one class activates the next; this requires within-person data over time and has mostly failed. A study of the diagram asks whether people can be sorted into levels; this tests nothing Maslow proposed and should not be run.

The design that fails is the cross-sectional importance ranking. Asking employees to rate how important each need is, then inferring their level from the ranking, confuses importance with deprivation and cannot distinguish the hierarchy from its opposite. Factor analyses of such data have repeatedly failed to recover five factors. A Likert survey with a Maslow label attached is the most common way this theory appears in weak theses.

The design that works is longitudinal and within-person. The gratification-activation proposition is a claim about change: as satisfaction of one class rises, the importance or salience of the next should rise. That requires the same people measured at several points, with satisfaction and importance measured separately for each class, and a model of within-person change. Two early studies of this kind, at a large firm and in a public agency, found no support, which is why the proposition is considered failed rather than untested.

Test the ordering, not the taxonomy, and test it within persons. A finding that need satisfaction predicts well-being confirms every need theory ever proposed. Only a finding that the satisfaction of a lower class changes the salience of a higher class, in the same person over time, bears on what makes Maslow's theory distinctive.

Where the setting makes the ordering claim testable. The theory's own logic says the hierarchy should show most clearly where lower needs are actually variable, which in most Western samples they are not. Several Gulf settings supply that variation.

  • A large expatriate labor share. For many workers, housing, residency and the ability to remain in the country are tied to the employer. Physiological and safety needs are then bundled with the job in a way that the source literature's samples never experienced. Whether belonging and esteem needs predict outcomes at all when safety is contingent on the employer is a direct test of prepotency.
  • The state as employer. Public-sector employment has traditionally satisfied the safety class almost completely. Comparing which need classes predict engagement across public and private employees, holding pay constant, is a natural experiment in the gratification-activation proposition.
  • National transformation programmes. Where reform changes the security of public employment at a known date, the safety class is shocked for a defined population. A before-and-after design on need salience is possible and has not been done.
  • Giga projects and remote sites. Employer-provided accommodation, food and transport at remote worksites make the lowest classes uniform across a large workforce, which removes their variance and isolates the higher classes. That is a setting for testing whether belonging and esteem alone can explain retention.
  • Tourism and pilgrimage seasonality. Seasonal workforces re-enter the role-making and belonging process every year. Whether belonging needs are met faster in repeat seasonal workers, and whether that predicts return, is a small but clean question.

والتصميم الذي يخفق هو ترتيب الأهمية المقطعي. فسؤال الموظفين عن أهمية كل حاجة ثم استنتاج مستواهم من الترتيب يخلط الأهمية بالحرمان ولا يستطيع تمييز الهرم من نقيضه. وقد أخفقت التحليلات العاملية لمثل هذه البيانات مرارًا في استخراج خمسة عوامل. ومسحٌ بمقياس ليكرت مع عنوان ماسلو أشيعُ طريقةٍ تظهر بها هذه النظرية في الرسائل الضعيفة.

والتصميم الذي ينجح طوليٌّ داخل الشخص. فقضية الإشباع والتنشيط دعوى عن التغيّر: فمع ارتفاع إشباع صنفٍ ينبغي أن ترتفع أهمية التالي أو بروزه. وهذا يقتضي قياس الأشخاص أنفسهم في نقاطٍ عدّة، مع قياس الإشباع والأهمية منفصلين لكل صنف، ونموذجًا للتغيّر داخل الشخص. ودراستان مبكّرتان من هذا النوع، في منشأةٍ كبيرة وفي جهازٍ حكومي، لم تجدا سندًا، ولهذا عُدّت القضية مُخفِقة لا غير مختبَرة.

اختبر الترتيب لا التصنيف، واختبره داخل الأشخاص. فنتيجةٌ بأن إشباع الحاجة يتنبّأ بالرفاه تؤكّد كل نظرية حاجةٍ اقتُرحت قطّ. ونتيجةٌ بأن إشباع الصنف الأدنى يغيّر بروز الصنف الأعلى، في الشخص نفسه عبر الزمن، هي وحدها التي تمسّ ما يميّز نظرية ماسلو.

وحيث يجعل السياق دعوى الترتيب قابلةً للاختبار. يقول منطق النظرية نفسه إن الهرم ينبغي أن يظهر أوضح ما يظهر حيث تتباين الحاجات الدنيا فعلًا، وهي في أكثر العيّنات الغربية لا تتباين. وسياقاتٌ خليجية عدّة تمدّ بذلك التباين.

  • حصّة كبيرة من العمالة الوافدة. فلدى كثيرٍ من العاملين يُربط السكن والإقامة والقدرة على البقاء في البلد بصاحب العمل. فتُحزَم الحاجات الفسيولوجية والأمان مع الوظيفة على نحوٍ لم تعرفه عيّنات أدبيات المصدر قطّ. وهل تتنبّأ حاجات الانتماء والتقدير بالنتائج أصلًا حين يتوقّف الأمان على صاحب العمل اختبارٌ مباشر للأسبقية.
  • الدولة صاحبَ عمل. فالتوظيف الحكومي أشبع صنف الأمان تقليديًّا إشباعًا شبه تامّ. ومقارنةُ أيّ أصناف الحاجة تتنبّأ بالاندماج بين موظفي القطاعين العامّ والخاصّ، مع تثبيت الأجر، تجربةٌ طبيعية في قضية الإشباع والتنشيط.
  • برامج التحوّل الوطني. فحيث يغيّر الإصلاح أمنَ التوظيف الحكومي في تاريخٍ معلوم يُصدَم صنف الأمان لدى فئةٍ محدّدة. وتصميم ما قبل وما بعد على بروز الحاجات ممكنٌ ولم يُنجز.
  • المشاريع الكبرى والمواقع النائية. فالسكن والطعام والنقل التي يوفّرها صاحب العمل في مواقع العمل النائية تجعل الأصناف الدنيا موحّدةً عبر قوى عاملة كبيرة، فيزول تباينها وتنعزل الأصناف العليا. وذلك سياقٌ لاختبار هل يستطيع الانتماء والتقدير وحدهما تفسير الاستبقاء.
  • موسمية السياحة والحجّ. فالقوى العاملة الموسمية تعيد دخول عملية صناعة الدور والانتماء كل عام. وهل تُشبَع حاجات الانتماء أسرع لدى العاملين الموسميين المتكرّرين، وهل يتنبّأ ذلك بالعودة، سؤالٌ صغير لكنه نظيف.
Five

Limits and Critique

The hierarchy proper has failed empirical tests. The proposition that satisfying a lower need activates the next has not been supported in longitudinal studies, and the best-known review concluded that the theory in its strict form lacked evidence. Nothing since has reversed that verdict. The taxonomy survives; the sequence does not.

The five classes do not separate in data. Factor-analytic studies have generally recovered two or three factors, not five, and Alderfer's three-class model fits better. The specific number five is a feature of the exposition rather than of the evidence.

Self-actualization is unmeasurable as defined. Maslow derived the construct from the biographies of a handful of people he admired. It is defined as becoming what one is capable of becoming, which cannot be scored without an independent account of what the person is capable of. Scales exist, but they measure attitudes about growth, not the construct.

The theory is individual and silent about situations. It has no account of how organizations, incentives or social structures shape which needs are salient. The management applications supply this from outside, which is why the same theory has been used to justify both job enrichment and its opposite.

Cultural generality is contested in both directions. Hofstede argued that the order reflects American individualism, with esteem and self-actualization ranking above belonging. Large cross-national data later found the classes universal but the ordering absent everywhere, which is a stronger objection: the hierarchy is not culturally specific, it is simply not a hierarchy.

The pyramid misrepresents the text. The diagram everyone teaches was not Maslow's, encodes a rigidity he rejected, and omits the self-transcendence level he added late. Much of what is criticized as Maslow's theory is a management-education artifact.

Treat Maslow as a taxonomy of needs with a contested and largely disconfirmed hypothesis about their order. Cite the 1943 text rather than the diagram, and cite the review that found the ordering unsupported. If the ordering is the research question, design within-person over time and choose a population in which the lower needs actually vary, which in a Gulf workforce with a large expatriate share and employer-tied residency they do. If the taxonomy is the research question, say so, and do not claim more for the result than any need theory would.

الحدود والنقد

الهرم بعينه أخفق في الاختبارات التجريبية. فقضية أن إشباع الحاجة الأدنى ينشّط التالية لم تُسنَد في الدراسات الطولية، وخلصت أشهر مراجعةٍ إلى أن النظرية بصورتها الدقيقة تفتقر إلى الدليل. ولم يعكس شيءٌ منذئذٍ ذلك الحكم. فالتصنيف باقٍ؛ والتتابع ليس كذلك.

والأصناف الخمسة لا تنفصل في البيانات. فقد استخرجت الدراسات العاملية عامةً عاملين أو ثلاثة لا خمسة، ونموذج ألدرفر الثلاثي أحسن ملاءمة. والعدد خمسة بعينه سمةٌ للعرض لا للدليل.

وتحقيق الذات غير قابل للقياس كما عُرِّف. فقد استمدّ ماسلو البناء من سِيَر حفنةٍ ممن أُعجب بهم. وهو معرَّف بأن يصير المرء ما يستطيع أن يصيره، وهذا لا يمكن تدريجه من غير تفسيرٍ مستقلّ لما يستطيعه الشخص. والمقاييس موجودة، لكنها تقيس اتجاهاتٍ نحو النموّ لا البناء.

والنظرية فردية صامتة عن المواقف. فليس فيها تفسيرٌ لكيف تشكّل المنظمات أو الحوافز أو البنى الاجتماعية أيّ الحاجات يبرز. والتطبيقات الإدارية تمدّها بهذا من خارجها، ولهذا استُعملت النظرية نفسها لتبرير إثراء الوظيفة ونقيضه.

والعمومية الثقافية متنازَعة في الاتجاهين. فقد ذهب هوفستد إلى أن الترتيب يعكس الفردانية الأمريكية، بترتيب التقدير وتحقيق الذات فوق الانتماء. ثم وجدت بياناتٌ كبيرة عابرة للأمم أن الأصناف عالمية لكن الترتيب غائب في كل مكان، وهذا اعتراضٌ أقوى: فالهرم ليس خاصًّا بثقافة، بل هو ببساطة ليس هرمًا.

والهرم يشوّه النصّ. فالرسم الذي يدرّسه الجميع لم يكن لماسلو، ويرمّز صلابةً رفضها، ويُغفل مستوى تجاوز الذات الذي أضافه متأخّرًا. وكثيرٌ مما يُنتقد بوصفه نظرية ماسلو مصنوعٌ من مصنوعات تعليم الإدارة.

عامِل ماسلو تصنيفًا للحاجات مع فرضيةٍ متنازَعة، مكذَّبة في معظمها، عن ترتيبها. واستشهد بنصّ ١٩٤٣ لا بالرسم، وبالمراجعة التي وجدت الترتيب غير مسنود. فإن كان الترتيب هو سؤال البحث فصمّم داخل الشخص عبر الزمن، واختر فئةً تتباين فيها الحاجات الدنيا فعلًا، وهي في قوى عاملةٍ خليجية ذات حصّةٍ وافدة كبيرة وإقامةٍ مربوطة بصاحب العمل تتباين. وإن كان التصنيف هو سؤال البحث فقل ذلك، ولا تدّعِ للنتيجة أكثر مما تدّعيه أيّ نظرية حاجة.
