Human capital theory makes one move and everything else follows from it. Skills, knowledge and health are treated as capital: they are costly to acquire, they raise future productivity, they depreciate, and they can be analysed with the same tools as a machine or a building. A year of schooling is an investment with a cost, a return and a payback period, not a consumption good or a rite of passage.

The theory was built by economists to explain earnings and growth, and it entered human resource management by a different door. Once training is an investment, the firm faces an investor's questions: which training to fund, how to keep the return from walking out the door, and how to tell whether the spending paid. Strategic human resource management is, at its economic core, an application of this theory to the firm rather than the worker.

Two things should be clear from the start. First, the theory is well supported at the level it was designed for: the association between schooling and earnings is one of the most replicated findings in social science. Second, the causal reading of that association is contested, because a rival theory, signalling, explains the same pattern without any productivity gain, and the two are difficult to separate with observational data.

تقوم نظرية رأس المال البشري بحركةٍ واحدة ويترتّب عليها كلُّ ما بعدها. فالمهاراتُ والمعرفة والصحة تُعامَل رأسَ مال: اكتسابُها مكلف، وهي ترفع الإنتاجية المستقبلية، وتتناقص قيمتُها، ويمكن تحليلها بالأدوات نفسها التي تُحلَّل بها آلةٌ أو مبنى. فسنةُ الدراسة استثمارٌ له كلفة وعائد ومدّةُ استرداد، لا سلعةُ استهلاكٍ ولا طقسُ عبور.

وقد بنى النظريةَ اقتصاديون لتفسير الدخل والنموّ، ودخلت إدارةَ الموارد البشرية من بابٍ آخر. فمتى صار التدريب استثمارًا واجهت المنشأة أسئلةَ المستثمر: أيَّ تدريبٍ تموّل، وكيف تمنع العائدَ من الخروج من الباب، وكيف تعرف هل أثمر الإنفاق. والإدارةُ الاستراتيجية للموارد البشرية في جوهرها الاقتصادي تطبيقٌ لهذه النظرية على المنشأة لا على العامل.

وينبغي أن يتّضح أمران منذ البداية. الأول أن النظرية مسنودةٌ جيدًا على المستوى الذي صُمّمت له: فالاقترانُ بين الدراسة والدخل من أكثر النتائج تكرارًا في العلوم الاجتماعية. والثاني أن القراءة السببية لذلك الاقتران متنازَعٌ فيها، لأن نظريةً منافسة، هي الإشارة، تفسّر النمطَ نفسه من غير أيّ كسبٍ في الإنتاجية، ويصعب الفصلُ بينهما ببياناتٍ ملاحظية.

Two

Where It Came From

Smith, 1776. The Wealth of Nations already counts the acquired abilities of the population among a nation's fixed capital and compares the educated worker to an expensive machine that must repay its cost. The idea is old; the measurement is not.

Schultz, 1961. The presidential address that named the field. Schultz argued that the unexplained residual in growth accounting, output growing faster than measured capital and labor, was largely investment in people, and that economists had ignored it because treating people as capital seemed to demean them. He reversed the charge: ignoring it was what demeaned them, by leaving their most important investment unaccounted for.

Becker, 1962 and 1964. The formal theory. Becker's book derives the investment decision, the age-earnings profile and, most usefully for HR, the distinction between general and specific training. General skills raise productivity at any employer, so the worker pays for them through lower wages during training and captures the return. Specific skills raise productivity only at the current employer, so the cost and the return are shared, and both parties acquire an interest in continuing the match.

Mincer, 1958 and 1974. The measurement. The Mincer earnings equation regresses log earnings on years of schooling and a quadratic in experience, and its schooling coefficient became the standard estimate of the return to education. It is probably the most estimated equation in empirical economics, and its assumptions have been examined at length since.

Spence, 1973, and the signalling rival. The same wage premium for schooling arises if education merely identifies people who were already more able, because the able find it cheaper to complete. Under this reading schooling is a screen, no productivity is created, and public subsidy of it is partly wasted. Bowles and Gintis, 1975, added a different objection from the left: that schooling transmits compliance rather than skill and that the theory naturalises inequality by reading it as differences in self-investment.

The firm-level turn, 1990s onward. The resource-based view of the firm imported the theory into strategy, and Crook and colleagues' 2011 meta-analysis established a moderate positive relationship between human capital and firm performance, stronger for firm-specific capital, which is Becker's prediction confirmed at the level he did not study.

شولتز، ١٩٦١. الخطابُ الرئاسي الذي سمّى الحقل. رأى شولتز أن البقيّة غيرَ المفسَّرة في محاسبة النموّ، وهي نموُّ الناتج أسرعَ من رأس المال والعمل المقيسَين، هي في معظمها استثمارٌ في الناس، وأن الاقتصاديين أهملوها لأن معاملة الناس رأسَ مالٍ بدت منقصةً لهم. وقلب الاتّهام: فإهمالُها هو ما ينقصهم، بترك أهمّ استثماراتهم خارج الحساب.

بيكر، ١٩٦٢ و١٩٦٤. النظريةُ الصورية. يشتقّ كتابُ بيكر قرارَ الاستثمار، ومنحنى الدخل بالعمر، والأنفعَ للموارد البشرية: التمييزَ بين التدريب العامّ والخاصّ. فالمهاراتُ العامّة ترفع الإنتاجية عند أيّ صاحب عمل، فيدفع العامل ثمنها بأجرٍ أدنى في أثناء التدريب ويحوز العائد. والمهاراتُ الخاصّة ترفع الإنتاجية عند صاحب العمل الحالي وحده، فتُقتسم الكلفةُ والعائد، ويكتسب الطرفان مصلحةً في استمرار المواءمة.

مينسر، ١٩٥٨ و١٩٧٤. القياس. تنحدر معادلةُ دخل مينسر لوغاريتمَ الدخل على سنوات الدراسة وحدٍّ تربيعي في الخبرة، وصار معاملُ الدراسة فيها التقديرَ المعياري لعائد التعليم. ولعلّها أكثرُ المعادلات تقديرًا في الاقتصاد التجريبي، وقد فُحصت افتراضاتُها مطوّلًا منذئذ.

سبنس، ١٩٧٣، ومنافسُ الإشارة. تنشأ علاوةُ الأجر نفسها للدراسة إن كان التعليم يعيّن فحسب من كانوا أقدرَ أصلًا، لأن الأقدرين يجدون إتمامَه أرخص. وبهذه القراءة الدراسةُ غربال، ولا تُخلق إنتاجية، والدعمُ العامّ لها مهدَرٌ جزئيًّا. وأضاف بولز وجنتس، ١٩٧٥، اعتراضًا آخر من اليسار: أن الدراسة تنقل الامتثالَ لا المهارة، وأن النظرية تطبّع اللامساواة بقراءتها فروقًا في الاستثمار الذاتي.

التحوّلُ إلى مستوى المنشأة، من التسعينيات. استوردت النظرةُ القائمة على الموارد النظريةَ إلى الاستراتيجية، وأثبت التحليلُ البعدي لكروك وزملائه سنة ٢٠١١ علاقةً موجبة متوسّطة بين رأس المال البشري وأداء المنشأة، أقوى لرأس المال الخاصّ بالمنشأة، وهو تنبّؤُ بيكر مؤكَّدًا على المستوى الذي لم يدرسه.

How It Works

The investment decision. A person invests in a skill when the present value of the extra earnings it produces exceeds its cost. The cost has two parts: direct outlay, and the earnings forgone while acquiring it. The forgone earnings are usually the larger part, which is why investment concentrates early in life, when forgone wages are low and the payback period is long, and why it falls with age.

The Mincer equation. Log wage w on years of schooling S and experience X. The coefficient b is read as the rate of return to a year of schooling, and the quadratic in experience captures the concave age-earnings profile: earnings rise as on-the-job investment accumulates, then flatten as investment stops and depreciation begins. Estimates of b cluster between five and fifteen percent across countries, and are typically higher in economies where schooling is scarce.

The firm cannot own human capital, and that changes everything. Unlike a machine, the asset leaves the building every evening and can leave permanently. The firm's return on training depends on retention, and retention depends on paying more than the outside market for the worker's skills. This is why the theory predicts that firms train mainly in firm-specific skills, pay for general skills only when labor markets are imperfect enough to let them recoup it, and treat turnover as a capital loss. Human resource practices, from deferred compensation to non-compete clauses, are largely devices for solving this appropriability problem.

Using It in Research

Decide which level the study lives at. The theory operates at three levels that share vocabulary and little else. At the individual level the question is the return to schooling or training, and the design problem is ability bias. At the firm level the question is whether human capital predicts performance, and the design problem is that firms with good performance can afford to hire better people. At the national level the question is growth, and the design problem is that everything correlates with everything. A doctoral study should choose one and state which, because a firm-level dataset cannot answer an individual-level question.

The designs that identify a return. Cross-sectional Mincer regressions do not, because ability, family background and motivation raise both schooling and wages. The credible designs exploit something that changed schooling for reasons unrelated to ability: compulsory schooling reforms, school construction programmes, birth-date cutoffs, twin comparisons, and admission lotteries. For training at the firm level, the equivalent is a training programme rolled out in phases across units, with outcomes measured before and after in each. Cross-sectional surveys asking managers whether they train and whether they perform are the weakest available design and remain the most common.

Separate the human capital reading from the signalling reading, or admit that the data cannot. A wage premium for a credential is consistent with both. The tests that distinguish them look at whether the premium persists once the employer can observe productivity directly, whether it is larger for completing a degree than for the final year of study, and whether it exists in self-employment where there is nobody to signal to. Most HR studies do not run these tests and should say so.

Where the setting makes the theory distinctive. Human capital theory assumes that a worker's return to skill is set in a market that anyone can enter. Several features of Gulf labor markets suspend that assumption and turn the theory's own logic into a research design.

  • Workforce localization targets. A quota that requires firms to employ nationals changes the return to training a national versus training an expatriate, because the national's outside option is now backed by regulation. The theory predicts more firm-funded general training for nationals than the market would otherwise produce. That is a testable, and possibly perverse, consequence.
  • A large expatriate share on fixed-term contracts. Where an employee's residence depends on the employer, mobility is restricted and the general-versus-specific distinction collapses: even general skills become appropriable by the firm. This is the closest thing to a natural test of Becker's claim that firms will pay for general training only when workers cannot leave.
  • The state as the largest employer and the largest funder of schooling. Where public sector wages are set by grade and credential rather than by productivity, the schooling premium is administrative, not market-determined. Comparing the return to the same credential across the public and private sector separates the human capital reading from the credentialism reading more cleanly than most settings allow.
  • Transformation programmes as human capital policy. Large state-funded scholarship and reskilling programmes are staggered, dated interventions with published enrolment counts. They are quasi-experiments waiting for a design.
  • Giga projects and specific capital. Projects that will not exist in twenty years require skills that are specific to a project rather than to a firm or an occupation. Who pays for that training, and what happens to the workers when the project closes, is a question the theory poses and no study has yet asked.

التوظيف البحثي

احسم في أيّ مستوى تقيم الدراسة. فالنظرية تعمل على ثلاثة مستويات تتشارك المفردات وقليلًا سواها. فعلى مستوى الفرد السؤالُ عائدُ الدراسة أو التدريب، ومشكلةُ التصميم تحيّزُ القدرة. وعلى مستوى المنشأة السؤالُ هل يتنبّأ رأسُ المال البشري بالأداء، ومشكلةُ التصميم أن المنشآت حسنةَ الأداء تستطيع توظيفَ الأفضل. وعلى مستوى الدولة السؤالُ النموّ، ومشكلةُ التصميم أن كلَّ شيءٍ يقترن بكلّ شيء. وعلى دراسة الدكتوراه أن تختار واحدًا وتصرّح به، لأن بياناتِ مستوى المنشأة لا تجيب عن سؤالٍ على مستوى الفرد.

والتصاميمُ التي تحدّد العائد. لا تفعل ذلك انحداراتُ مينسر المقطعية، لأن القدرةَ والخلفيةَ الأسرية والدافعية ترفع الدراسة والأجور معًا. أما التصاميمُ الموثوقة فتستثمر شيئًا غيّر الدراسة لأسبابٍ لا صلة لها بالقدرة: إصلاحاتُ التعليم الإلزامي، وبرامجُ بناء المدارس، وحدودُ تاريخ الميلاد، ومقارناتُ التوائم، وقرعاتُ القبول. وللتدريب على مستوى المنشأة النظيرُ هو برنامجُ تدريبٍ يُطلق على مراحل عبر الوحدات، مع قياس النواتج قبله وبعده في كلّ وحدة. أما المسوح المقطعية التي تسأل المديرين هل يدرّبون وهل يؤدّون فأضعفُ التصاميم المتاحة وما تزال الأشيع.

افصل قراءةَ رأس المال البشري عن قراءة الإشارة، أو أقرّ بأن البيانات لا تستطيع. فعلاوةُ الأجر للشهادة متّسقةٌ مع القراءتين. والاختباراتُ التي تميّز بينهما تنظر هل تبقى العلاوة متى استطاع صاحبُ العمل ملاحظةَ الإنتاجية مباشرة، وهل هي لإتمام الدرجة أكبر منها للسنة الأخيرة من الدراسة، وهل توجد في العمل الحرّ حيث لا أحدَ يُشار إليه. وأكثرُ دراسات الموارد البشرية لا تجري هذه الاختبارات وينبغي أن تقول ذلك.

وحيث يجعل السياقُ النظريةَ متميّزة. تفترض نظرية رأس المال البشري أن عائد العامل من المهارة يتحدّد في سوقٍ يستطيع أيُّ أحدٍ دخولها. وعدّةُ سماتٍ في أسواق العمل الخليجية تعلّق هذا الافتراض وتحوّل منطقَ النظرية نفسه إلى تصميمٍ بحثي.

  • مستهدفاتُ توطين الوظائف. فحصّةٌ تُلزم المنشآت بتوظيف المواطنين تغيّر عائدَ تدريب المواطن في مقابل تدريب الوافد، لأن خيارَ المواطن الخارجي صار مسنودًا بالتنظيم. وتتنبّأ النظرية بتدريبٍ عامٍّ مموَّل من المنشأة للمواطنين أكثر مما كانت السوق لتنتجه. وذلك لازمٌ قابل للاختبار، وربما معكوس.
  • حصّةٌ وافدة كبيرة بعقودٍ محدّدة المدّة. فحيث تتوقّف إقامةُ الموظف على صاحب العمل تُقيَّد الحركة وينهار التمييز بين العامّ والخاصّ: فحتى المهاراتُ العامّة تصير قابلةً لاستئثار المنشأة بها. وهذا أقربُ ما يكون إلى اختبارٍ طبيعي لدعوى بيكر أن المنشآت لا تدفع للتدريب العامّ إلا حين لا يستطيع العمال المغادرة.
  • الدولةُ أكبرَ صاحب عملٍ وأكبرَ مموّلٍ للدراسة. فحيث تُحدَّد أجورُ القطاع العام بالدرجة والشهادة لا بالإنتاجية تكون علاوةُ الدراسة إدارية لا سوقية. ومقارنةُ عائد الشهادة نفسها بين القطاعين العام والخاصّ تفصل قراءةَ رأس المال البشري عن قراءة الشهاداتية فصلًا أنظف مما يتيحه أكثرُ السياقات.
  • برامجُ التحوّل سياسةً لرأس المال البشري. فبرامجُ الابتعاث وإعادة التأهيل الكبيرة المموَّلة من الدولة تدخّلاتٌ متدرّجة مؤرَّخة بأعداد التحاقٍ منشورة. وهي شبهُ تجارب تنتظر تصميمًا.
  • المشاريعُ الكبرى ورأسُ المال الخاصّ. فالمشاريع التي لن توجد بعد عشرين سنة تقتضي مهاراتٍ خاصّةً بالمشروع لا بمنشأة ولا بمهنة. ومن يدفع لذلك التدريب، وما يحلّ بالعمال حين يُغلق المشروع، سؤالٌ تطرحه النظرية ولم تسأله دراسةٌ بعد.
Five

Limits and Critique

The causal claim is harder to establish than the correlation suggests. Ability bias inflates naive estimates, and the quasi-experimental literature that corrects for it finds returns that are real but that vary widely by who is induced to study and by what. A single rate of return to schooling is a convenient fiction. Reporting one without saying whose return it is invites the error.

Signalling explains the same data. The sheepskin effect, a jump in earnings at degree completion larger than at any other year, is difficult to square with a pure productivity account and easy to square with credentialism. Most estimates suggest both mechanisms operate. A study that assumes one and ignores the other has chosen its conclusion in advance.

Measurement at the firm level is crude. Years of schooling, headcount with degrees and training spend are inputs, not capital. Ployhart and Moliterno argued that human capital at the unit level is an emergent property that depends on how individual knowledge combines through task and social processes, and that it cannot be read off from a sum of individual credentials. Most firm-level studies use the sum anyway.

The theory says nothing about power. Who captures the return is decided by bargaining as much as by productivity, and the theory's clean sharing rules for specific training assume away unions, monopsony and regulation. Where a firm holds a worker's residence permit, the sharing rule the theory predicts is not the one observed.

It reads inequality as chosen. The critique from Bowles and Gintis, and from later sociologists, is that treating earnings differences as returns to self-investment turns structural disadvantage into individual underinvestment. The theory does not require that reading, but its vocabulary encourages it, and policy built on it has repeatedly assumed that more schooling would close gaps that schooling did not cause.

Use human capital theory for what it does well: making the cost, the return and the appropriability of skill explicit, and predicting who will pay for which kind of training. Choose one level of analysis and stay there. Do not report a cross-sectional association between training and performance as a return. Test the signalling alternative or acknowledge it. And where labor mobility is restricted by sponsorship, where localization quotas back a national's outside option, and where the state sets both the wage grade and the scholarship, the sharing rules the theory derives are suspended in ways that are themselves the most interesting thing to study.

الحدود والنقد

الدعوى السببية أصعبُ إثباتًا مما يوحي به الاقتران. فتحيّزُ القدرة يضخّم التقديرات الساذجة، والأدبياتُ شبهُ التجريبية التي تصحّحه تجد عوائدَ حقيقية لكنها تتباين كثيرًا بحسب من دُفع إلى الدراسة وبماذا. ومعدّلٌ واحد لعائد الدراسة خيالٌ مريح. وإبلاغُه من غير قول عائدُ من هو يدعو إلى الخطأ.

والإشارةُ تفسّر البيانات نفسها. فأثرُ الشهادة، وهو قفزةٌ في الدخل عند إتمام الدرجة أكبر منها في أيّ سنةٍ أخرى، يصعب توفيقُه مع تفسيرٍ إنتاجي محض ويسهل مع الشهاداتية. وتوحي أكثرُ التقديرات بأن الآليتين تعملان معًا. والدراسةُ التي تفترض إحداهما وتهمل الأخرى قد اختارت خلاصتها سلفًا.

والقياسُ على مستوى المنشأة فجّ. فسنواتُ الدراسة وعددُ حملة الشهادات وإنفاقُ التدريب مدخلاتٌ لا رأسُ مال. وقد رأى بلويهارت ومولتيرنو أن رأس المال البشري على مستوى الوحدة خاصّيةٌ ناشئة تتوقّف على كيفية اتّحاد المعرفة الفردية عبر عمليات المهامّ والعمليات الاجتماعية، وأنه لا يُقرأ من مجموع الشهادات الفردية. ومع ذلك تستعمل أكثرُ دراسات مستوى المنشأة المجموع.

والنظرية لا تقول شيئًا في السلطة. فمن يحوز العائد يقرّره التفاوضُ بقدر ما تقرّره الإنتاجية، وقواعدُ الاقتسام النظيفة في النظرية للتدريب الخاصّ تفترض غيابَ النقابات واحتكارِ الشراء والتنظيم. وحيث تمسك المنشأة بتصريح إقامة العامل لا تكون قاعدةُ الاقتسام التي تتنبّأ بها النظرية هي الملاحَظة.

وهي تقرأ اللامساواة اختيارًا. فنقدُ بولز وجنتس، ونقدُ علماء الاجتماع اللاحقين، أن معاملة فروق الدخل عوائدَ للاستثمار الذاتي تحوّل الحرمان البنيوي إلى نقص استثمارٍ فردي. والنظرية لا تقتضي هذه القراءة، لكن مفرداتها تشجّعها، والسياساتُ المبنيةُ عليها افترضت مرارًا أن مزيدًا من الدراسة سيغلق فجواتٍ لم تسبّبها الدراسة.

استعمل نظرية رأس المال البشري فيما تحسنه: جعلُ كلفة المهارة وعائدها وقابلية الاستئثار بها صريحة، والتنبّؤُ بمن سيدفع لأيّ نوعٍ من التدريب. واختر مستوى تحليلٍ واحدًا والزمه. ولا تبلّغ اقترانًا مقطعيًّا بين التدريب والأداء عائدًا. واختبر بديلَ الإشارة أو أقرّ به. وحيث تُقيَّد حركةُ العمالة بالكفالة، وحيث تسند حصصُ التوطين خيارَ المواطن الخارجي، وحيث تضع الدولة درجةَ الأجر والابتعاثَ معًا، تكون قواعدُ الاقتسام التي تشتقّها النظرية معلَّقةً على نحوٍ هو نفسه أجدرُ ما يُدرس.
