People respond to the systems they are placed in. Set up a rule, a target, or a reward, and behavior will shape itself around it, often in ways the designer never intended. This framework is about understanding that dynamic: how systems and incentives drive behavior, why people learn to work the rules rather than the goal, and how to design and read systems with that reality in mind.
The idea matters because so much of what we blame on individuals is actually produced by systems. When people cut corners, chase metrics, or exploit loopholes, the cause is usually not bad character but a system that rewards exactly those behaviors. Understanding this shifts attention from blaming people to examining the rules and incentives they operate under, which is where the real leverage to change outcomes lies.
This is my own framework, written in my own words and drawing on established thinking about incentives and systems. Its aim is practical: to help see why systems produce the results they do, so you can design better ones and avoid being caught out by the predictable ways people respond to rules.
الناس يستجيبون للأنظمة التي يُوضَعون فيها. ضع قاعدةً أو هدفًا أو مكافأة، وسيتشكّل السلوك حولها، غالبًا بطرقٍ لم يقصدها المصمّم. هذا الإطار عن فهم تلك الديناميكية: كيف تقود الأنظمة والحوافز السلوك، ولماذا يتعلّم الناس اللعب بالقواعد لا الهدف، وكيف تصمّم الأنظمة وتقرؤها بتلك الحقيقة في الذهن.
تهمّ الفكرة لأن كثيرًا مما نلوم عليه الأفراد تُنتِجه الأنظمة فعلًا. فحين يختصر الناس الطرق، أو يطاردون المقاييس، أو يستغلّون الثغرات، السبب عادةً ليس سوء الطبع بل نظامٌ يكافئ تلك السلوكيات بالضبط. وفهم هذا ينقل الانتباه من لوم الناس لفحص القواعد والحوافز التي يعملون تحتها، حيث تكمن الرافعة الحقيقية لتغيير النتائج.
هذا إطاري الخاص، مكتوبٌ بكلماتي ومستندٌ لفكرٍ راسخ عن الحوافز والأنظمة. وهدفه عملي: المساعدة على رؤية لماذا تُنتِج الأنظمة نتائجها، فتصمّم أفضل منها وتتجنّب أن تُفاجأ بالطرق المتوقَّعة التي يستجيب بها الناس للقواعد.
A few reliable dynamics explain why systems so often produce unintended behavior, and knowing them lets you anticipate how people will respond to any set of rules.
The most fundamental is that people optimize for what is measured and rewarded, not necessarily for the underlying goal. If you reward a proxy, a metric that stands in for the real objective, people will pursue the proxy even when doing so undermines the objective. This is captured in the well-known observation that when a measure becomes a target, it stops being a good measure, because people start gaming it. Reward call-center staff on call volume and they will end calls quickly; reward them on speed and quality suffers; the behavior faithfully follows the incentive, not the intention behind it.
Two related dynamics follow. First, people find and use loopholes: any gap between the letter of a rule and its intent tends to be discovered and exploited, not necessarily out of malice but because systems create pressure to succeed by whatever path the rules allow. Second, incentives generally beat stated intentions: an organization can declare noble goals, but if its rewards, promotions, bonuses, recognition, point elsewhere, behavior will follow the rewards, not the declarations. The practical upshot is that to predict how people will behave in a system, you should look less at what the system says it wants and more at what it actually measures, rewards, and permits.

الأجوهر أن الناس يحسّنون لما يُقاس ويُكافأ، لا بالضرورة للهدف الكامن. فإن كافأت وكيلًا، مقياسًا ينوب عن الهدف الحقيقي، سيلاحق الناس الوكيل حتى حين يقوّض ذلك الهدف. وهذا مُلتقَط في الملاحظة المعروفة أن المقياس حين يصير هدفًا يكفّ عن كونه مقياسًا جيدًا، لأن الناس يبدؤون اللعب به. كافئ موظفي مركز اتصالٍ على حجم المكالمات فسينهونها سريعًا؛ كافئهم على السرعة فتتضرّر الجودة؛ السلوك يتبع الحافز بأمانةٍ لا النيّة خلفه.
وديناميكيتان متّصلتان تتبعان. الأولى أن الناس يجدون الثغرات ويستخدمونها: أي فجوةٍ بين نصّ القاعدة وقصدها تميل لأن تُكتشَف وتُستغَلّ، لا بالضرورة عن خبثٍ بل لأن الأنظمة تخلق ضغطًا للنجاح بأي مسارٍ تتيحه القواعد. والثانية أن الحوافز تغلب النوايا المُعلَنة عمومًا: فمنشأةٌ قد تعلن أهدافًا نبيلة، لكن إن أشارت مكافآتها، الترقيات والمكافآت والتقدير، لمكانٍ آخر، سيتبع السلوك المكافآت لا الإعلانات. والخلاصة العملية أنه لتوقّع كيف سيتصرّف الناس في نظام، انظر أقلّ لما يقول النظام إنه يريده وأكثر لما يقيسه ويكافئه ويسمح به فعلًا.
Understanding these dynamics has two practical uses: designing systems that produce the behavior you actually want, and reading existing systems to see why they produce what they do.
For designing, the central lesson is to align incentives with the true goal, so that the behavior a system rewards is the behavior it actually wants, and to anticipate how people will respond, including how they might game any measure. Because a single metric is almost always gameable, wise design often uses balanced measures that are hard to satisfy dishonestly all at once, keeps rules simple enough to reduce loopholes, and pays attention to the whole set of incentives, not just the formal ones, since status, workload, and social pressure are incentives too. The designer's humility is to assume that people will do what the system rewards, and to build accordingly rather than hoping they will honor its intent.
For reading, the framework is a diagnostic. When an organization or a society produces frustrating or perverse results, the productive question is what its systems are actually incentivizing, because the behavior is usually a rational response to those incentives rather than a mystery of bad character. This reframing is powerful precisely because it points to a fix: you change behavior most reliably by changing the system, not by exhorting people to behave better within an unchanged one. There is a fair caution here too, that systems are complex and incentives interact in ways hard to fully predict, so humility and willingness to adjust matter. But the core insight holds: to understand or change what people do, look first at the system they are in.

للتصميم، الدرس المركزي مواءمة الحوافز مع الهدف الحقيقي، فيكون السلوك الذي يكافئه النظام هو الذي يريده فعلًا، وتوقّع كيف سيستجيب الناس، بما في ذلك كيف قد يلعبون بأي مقياس. ولأن مقياسًا واحدًا شبه دائمًا قابل للّعب، التصميم الحكيم يستخدم غالبًا مقاييس متوازنة يصعب إرضاؤها بغشٍّ كلها دفعةً، ويُبقي القواعد بسيطة كفايةً لتقليل الثغرات، وينتبه لمجموعة الحوافز كاملةً لا الرسمية فقط، إذ المكانة والعبء والضغط الاجتماعي حوافز أيضًا. وتواضع المصمّم افتراض أن الناس سيفعلون ما يكافئه النظام، والبناء وفق ذلك لا أمل أن يحترموا قصده.
وللقراءة، الإطار أداة تشخيص. فحين تُنتِج منشأةٌ أو مجتمع نتائج محبِطة أو منحرفة، السؤال المُثمِر ما الذي تحفّزه أنظمته فعلًا، لأن السلوك عادةً استجابةٌ عقلانية لتلك الحوافز لا لغز سوء طبع. وإعادة التأطير هذه قوية بالضبط لأنها تشير لحلّ: تغيّر السلوك أوثق تغييرٍ بتغيير النظام، لا بحثّ الناس على التصرّف أفضل داخل نظامٍ لم يتغيّر. وثمّة تحذيرٌ عادل هنا أيضًا، أن الأنظمة معقّدة والحوافز تتفاعل بطرقٍ يصعب توقّعها كليًا، فالتواضع والاستعداد للتعديل يهمّان. لكن الرؤية الجوهرية تصمد: لفهم أو تغيير ما يفعله الناس، انظر أولًا للنظام الذي هم فيه.
